<br />l\lINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 2, 2003 <br /> <br />Page 5 <br /> <br />business. Mr. Escobedo stated Stericycle approached City staff early in the planning <br />for 1366 Doolittle and is proud of the relationship and cooperation he has built with the <br />Planning staff. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Grant inquired about site security and the requirement that the gates <br />remain open during hours of operation. Mr. Escobedo noted State regulations require <br />on-site security, and the company plans to install video surveillance cameras. <br />Councilmember Grant asked the Council consider requiring some type of flashing <br />signal to alert drivers to trucks attempting to cross Doolittle. She inquired about the <br />reason for the six-month assessment by the BZA, and staff replied it is intended to <br />assess the traffic impacts created by the operation. <br /> <br />Councilmember Nardine asked how many subhau1ers use the site. Mr. Gonzales <br />indicated there are five local waste management companies who use the 1345 Doolittle <br />loading docks. Counciln1ember Nardine inquired about Stericycle's accident record in <br />San Leandro, and Mr. Gonzales stated there have been none. In response to a question <br />by Councilmember Nardine regarding how long it takes to unload a truck, Mr. Gonzales <br />described the vehicle unloading process and noted it may take as little as an hour to <br />complete the process. She asked if Stericycle has ever been cited by Bay Area Air <br />Quality Management for odor problems. Mr. Gonzales stated the local inspector came <br />to the facility once and notified them they may be cited if enough people complained of <br />the odor. Mr. Gonzales described the company's odor abatement program. <br />Councilmen1ber Nardine asked about the customer audit for solvents, and Mr. Gonzales <br />indicated the program was a mutual effort by the company and the City to identify the <br />source of acetone being transported to the facility. <br /> <br />Vice Mayor Glaze inquired about the quantity of acetone being disposed, and whether it <br />could be traced through the shipping manifest. Environmental Services Manager Mike <br />Bakaldin reported both Environmental Services and Stericycle does sampling for the <br />presence of solvents, and the alTIOunts of acetone are trace. Mr. Escobedo stated all <br />n1edical waste shipments must be accompanied by a shipping document. Mr. Escobedo <br />further stated Stericycle is receiving the acetone unknowingly, and the companies may <br />be shipping it unknowingly. Vice Mayor Glaze inquired about the Stericycle tour. Mr. <br />Escobedo stated the tour was a public outreach effort to educate people about the <br />company and its operations. <br /> <br />Councihnember Santos asked clarifying questions regarding the truck traffic generated <br />by Stericycle. Stericycle's transportation manager E10y Jimenez stated an average of <br />seven or eight trucks circle the facility for 45 minutes to an hour waiting for an open <br />dock. Mr. Escobedo clarified the majority of the trucks that must wait for an open dock <br />arrive between 4:00 to 6:00 p.m. and stated he would be agreeable to 7 to 9 a.m., 11 <br />a.m. to 1 p.m. and 4 to 6 p.m. time restrictions at the request of the City. Mr. Gonzales <br />noted that presently the trucks are unloaded at 1345 Doolittle and driven across the <br />street unloaded but not cleaned, so the dock can be made available for other trucks to <br />
