lVIINUTES
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~June 2, 2003

Page 6

unload. Councilmember Santos suggested the "alternate route for trucks during peak
traffic hours" listed on page 50 of the agenda should be in effect during the peak hours.

Councilmember Stephens inquired about the type of waste transported by Stericycle and
the procedures taken in the event of a vehicle accident. Mr. Gonzales described the
procedures, noting there is an internal team and a contracted backup for waste clean up.
Mr. Escobedo added the company has contracted with seven environmental response
con1panies from California to Salt Lake City, Utah, to assist with any clean up required
for their long-haul operations.

Mayor Young asked whether Stericycle has ever had a significant accident. Mr.
Escobedo noted an accident on December 27, 2002 on Highway 80 between
Winnemucca and Reno, Nevada, in which their truck tipped over after skidding on a
sheet of ice. The eastbound lanes were closed for four hours, and response teams from
Winnemucca to Salt Lake City responded to the clean up.

Councilmelnber Stephens inquired as to how sharp and breakable items are
containerized before shipment. Mr. Escobedo described the Department of
Transportation and Department of Health Services requirements for containerizing
sharps in tight-lidded and puncture-proof containers for shipment.

Vice Mayor Glaze clarified that the intent of the proposal is to limit the amount of
traffic crossing Doolittle Drive and to keep trucks loaded with medical waste from
circling the neighborhood. Mr. Gonzales confirmed this is the intent of the proposal.

Councilmen1ber Nardine asked how many trucks could be parked at 1366 Doolittle.
Mr. Escobedo estimated about 30 trucks could be parked at the site.

Mayor Young asked if it would be possible for all trucks parked at 1366 Doolittle that
are waiting for an open dock could travel the alternate route suggested by
Counciln1ember Santos, and Mr. Gonzales stated the company could agree to do that.
Mayor Young asked about the speaker's comment regarding trucks parked at NorCal
Pottery. Mr. Gonzales stated the trucks are not parked at NorCal but at Bluewater
Services where the company rents space for parking their vehicles. Mayor Young asked
if the cOlnpany intends to perform transfer work at 1366 Doolittle. Mr. Escobedo stated
he intends only to park vehicles at 1366 Doolittle, and no transfer work will be
performed there.

Councilmember Santos suggested the following amendments to the motion: 1) to limit
the use of 1366 Doolittle Drive for the parking of vehicles only; and 2) to amend the
Conditions of Approval to require the use of the "alternate route for trucks during peak
traffic hours" listed on page 50 of the agenda for all trucks traveling from 1366 Doolittle
to 1345 Doolittle during all hours of operation; and 3) a full explanation of Stericycle's
operations be provided to the BZA at its six-month review of the Conditions of
Approval.
