<br />l\UNUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 2, 2003 <br /> <br />Page 7 <br /> <br />Community Development Director Hanson Horn pointed out the proposed condition to <br />require all Stericycle trucks to use the alternate route poses a potential conflict with the <br />City's traffic ordinance which requires trucks to travel on designated truck routes. <br />Senior Transportation Engineer Reh- Lin Chen noted the ordinance states trucks may <br />only deviate from the designated truck route when traveling to a specific destination. <br />Mr. Chen further noted pursuant to the California Vehicle Code only police may direct <br />traffic except in a construction area. <br /> <br />Mayor Young inquired about other possible alternatives, acknowledging the concerns of <br />the area residents regarding trucks loaded with medical waste crossing four lanes of <br />traffic on a busy city street. <br /> <br />Stephen Chandler, attorney for the Applicant, noted that he has heard the same concern <br />voiced in his discussions with community members. He pointed out that although the <br />maneuver is perceived to be dangerous, it is legal. Mr. Chandler made the following <br />suggestions to mitigate the community's concerns: the City could prohibit direct <br />crossing by installing two double yellow lines on Doolittle; the City Council could agree <br />to the restrictions in his letter to increase the times the alternate route is used; and to <br />comply with the City ordinance requiring trucks to drive on designated truck routes, <br />Stericycle trucks could use an alternate route via Davis Street. Mr. Chandler stated the <br />Applicant would be agreeable to Councilmember Grant's suggestion to install a flashing <br />light at the crossing. <br /> <br />· Minute Order No. 2003-038, Motion to Continue this Item to June 16, 2003 to <br />Allow Staff to Develop Viable Route Options for Stericycle Vehicles Traveling <br />from 1366 Doolittle Drive to 1345 Doolittle Drive.
