MINUTES Page 4
City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Housing Finance
Corporation, San Leandro Parking Authority, San Leandro Public Financing Authority, and San Leandro
Redevelopment Agency Joint Meeting-June 16,2003

Councilmember N ardine requested responses to her questions regarding the contract for
Fire services. City Manager J ermanis provided information related to the cost of
providing fire services under the contractual agreement with Alameda County and how
some of those costs are apportioned. More detailed information will be provided to
Council at a later date.

Councilmember Grant asked questions regarding increased PERS costs. City Manager
Jermanis responded that the level of benefit PERS provides is based on employer-
approved contracts and PERS' projections of the performance of their investment
portfolio. IfPERS' revenues are not sufficient to pay retiree benefits, it looks to
member agencies to increase their contributions.

Vice Mayor Glaze inquired about the replacement of fire apparatus through a revolving
fund. City Manager Jermanis confim1ed the City is still responsible for the replacement
of fire equipment and major repairs to fire stations and has budgeted for the expenses.

Councilmember Stephens expressed concern regarding the staff report on the cost of
workers compensation and suggested the City send a message to our State legislators
that the system is in serious need of reform. Councilmember Stephens expressed
appreciation to Finance Director Mike White, Assistant City Manager Ed Schilling, City
Manager John Jermanis and the City Council Finance Committee for producing a user-
friendly budget which meets the needs of the community.

The Hearing was then opened to the public. There being no comments from the public,
and without objection, the Public Hearing was closed.

.
