City Manager Jermanis responded
to Councilmember Grant's concerns, noting there were many parties and factors
contributing to the delays and added costs of the previous project.

Mayor Young spoke in support of Rick Mason, noting CDA was not wholly at fault for
the problems the City experienced over the library project.

Library Director Dave Bohne reported both the construction and the design of the
project are being funded by the Public Library Foundation, and no City funds will be
used. Of all the contractors considered, the Public Library Foundation believes Mr.
Mason can give the best price and level of dedication to the proj ect. Mr. Bohne
expressed concern that if there is an increase in proj ect costs, the Foundation may
choose not to proceed.

Councilmember N ardine asked if the City would be approached for funding assistance if
the proj ect experiences cost overruns. Mr. Bohne stated the Library Foundation is not
looking to the City for any funding for the project. Mr. Jermanis clarified that since the
City owns the building, the Council must approve the agreement even though another
entity is funding the project.

M/S/C Stephens and Santos.
