Reports on Intergovernmental Agencies

Councilmember Santos commented on the recent League of California Cities
conference in Sacramento and the information received at the conference on the State
budget and its effects on local governments. He mentioned the November 2004 ballot
initiative sponsored by the League which would prevent the State from taking future
local funding. Councilmember Santos expressed interest in having a resolution
presented to the Council for adoption which supports the LOCC in its efforts to protect
local government revenues. It was the consensus of the Council to do so.

The City Council recessed from 8:15 p.m. to 8:25 p.m.

Councilmember Santos continued his report, announcing that he, along with
Councilmembers Nardine and Stephens, graduated from the Mayors and Council
Members Academy.

Councilmember Badger inquired about the process for enrollment in the Mayors and
Council Members Academy.
