<br />MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 15, 2003 <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Santos commented on the recent League of California Cities <br />conference in Sacramento and the information received at the conference on the State <br />budget and its effects on local governments. He mentioned the November 2004 ballot <br />initiative sponsored by the League which would prevent the State from taking future <br />local funding. Councilmember Santos expressed interest in having a resolution <br />presented to the Council for adoption which supports the LOCC in its efforts to protect <br />local government revenues. It was the consensus of the Council to do so. <br /> <br />The City Council recessed from 8:15 p.m. to 8:25 p.m. <br /> <br />Councilmember Santos continued his report, announcing that he, along with <br />Councilmembers Nardine and Stephens, graduated from the Mayors and Council <br />Members Academy. <br /> <br />Councilmember Badger inquired about the process for enrollment in the Mayors and <br />Council Members Academy. Staff will provide him with the enrollment information. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Facilities Committee Meeting of September 4, 2003. Accepted as submitted. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos commented on a letter addressed to the Mayor from Operation: Mom <br />requesting the placement of yellow ribbons in downtown San Leandro. By the consensus of <br />the Council, the matter was referred to the Rules and Communications Committee for <br />discussion. <br /> <br />Councilmember Nardine commented on Safe From the Start, a program sponsored by the <br />Attorney General's Office. She asked about the possibility of implementing the program in <br />San Leandro, possibly using the gun tax revenue. Councilmember Nardine also commented <br />on Digital Imaging Studio and suggested the City look into using the software to generate 3- <br />dimensional images of City proj ects such as the Marina. <br /> <br />Councilmember Grant commented favorably on the recent LOCC Conference, noting it was <br />well-organized and had a good selection of workshop topics. Councilmember Grant requested <br />the Council adjourn the meeting in memory of Sheila Hill-Fajors. <br /> <br />Councilmember Badger thanked the Engineering and Transportation Department for adjusting <br />the timing of the traffic light at Dolores and Bancroft. Councilmember Badger stated that he <br />has received calls about several accidents which have occurred at the comer of Hays and <br />Williams Streets and asked staff to assess the need for a four-way stop at the intersection. <br />
