MINUTES Page 11 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 15, 2003 A. Reports on Intergovernmental Agencies Councilmember Santos commented on the recent League of California Cities conference in Sacramento and the information received at the conference on the State budget and its effects on local governments. He mentioned the November 2004 ballot initiative sponsored by the League which would prevent the State from taking future local funding. Councilmember Santos expressed interest in having a resolution presented to the Council for adoption which supports the LOCC in its efforts to protect local government revenues. It was the consensus of the Council to do so. The City Council recessed from 8:15 p.m. to 8:25 p.m. Councilmember Santos continued his report, announcing that he, along with Councilmembers Nardine and Stephens, graduated from the Mayors and Council Members Academy. Councilmember Badger inquired about the process for enrollment in the Mayors and Council Members Academy. Staff will provide him with the enrollment information. B. Reports on City Council Committees 1. Facilities Committee Meeting of September 4, 2003. Accepted as submitted. 12. CITY COUNCIL COMMENTS Councilmember Santos commented on a letter addressed to the Mayor from Operation: Mom requesting the placement of yellow ribbons in downtown San Leandro. By the consensus of the Council, the matter was referred to the Rules and Communications Committee for discussion. Councilmember Nardine commented on Safe From the Start, a program sponsored by the Attorney General's Office. She asked about the possibility of implementing the program in San Leandro, possibly using the gun tax revenue. Councilmember Nardine also commented on Digital Imaging Studio and suggested the City look into using the software to generate 3- dimensional images of City proj ects such as the Marina. Councilmember Grant commented favorably on the recent LOCC Conference, noting it was well-organized and had a good selection of workshop topics. Councilmember Grant requested the Council adjourn the meeting in memory of Sheila Hill-Fajors. Councilmember Badger thanked the Engineering and Transportation Department for adjusting the timing of the traffic light at Dolores and Bancroft. Councilmember Badger stated that he has received calls about several accidents which have occurred at the comer of Hays and Williams Streets and asked staff to assess the need for a four-way stop at the intersection.
