CITY COUNCIL COMMENTS

Councilmember Santos commented that after voting on the SBC resolution at the October 20
meeting, he received a letter from a group called Californians for Telecommunications
Choice, which he was told is backed by AT&T. He expressed concern that the Council has
been asked to take sides in a battle between two corporate giants. Councilmember Santos
also pointed out while the resolution indicated competition among the telecommunications
companies would create local jobs, an article in the San Francisco Chronicle reported SBC
has been spinning off jobs to India. He asked the Council to reconsider the resolution to
enable him to change his vote.

Vice Mayor Glaze expressed concern that reconsidering the action would set a bad precedent.

There was no consensus of the Council to bring the item back for reconsideration.

Councilmember Stephens commented that he attended the Oakland/San Leandro Joint
Disaster Preparedness Public Safety Fair on Saturday and expressed disappointment that there
was not greater community participation. He acknowledged and expressed his appreciation
for the hard work of City staff to promote City services to the community, noting he sees staff
at many different events at many different times of the day and applauds their dedication.

Vice Mayor Glaze requested the Council adjourn tonight's meeting in memory of William
Reed and George Lill.

Councilmelnber Badger commented that it was his pleasure to make welcoming renlarks
along with Oakland City Councilmember Larry Reid at the Oakland/San Leandro Adult and
Youth Job Fair held at the Coliseum on Friday.
