Report on Closed Session actions taken. <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Mayor Young reported she is working with City staff, Heron Bay Homeowners, EBDA <br />and LA VWMA on the issues regarding the super sewer proj ect by LA VWMA at the <br />end of Lewelling. She will send a copy of the report to Councilmembers for their <br />information. <br /> <br />Mayor Young noted on the reports recently received from MTC and CMA, District 4 <br />freeway congestion and traffic delay declined in 2002 for the second straight year. The <br />reports also showed the Bay Area ranked #2 in the nation in traffic delays. Mayor <br />Young quoted regional statistics showing the growth in nledian income of about <br />$20,000 in the period between 1990 and 2000 and showing that our region is second in <br />the nation behind Seattle in the greatest increase in the number of workers using public <br />transit. Mayor Young noted the statistics reveal that very few people in the U.S. are <br />using public transportation. <br /> <br />Vice Mayor Glaze commented on the infrequency of bike lane use. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Business Development Comnlittee Meeting of October 22, 2003. Accepted as <br />submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule for Council consideration an ordinance that prohibits large-scale <br />fast-food restaurants in the Downtown area and conditionally permits small- <br />scale fast-food restaurants for less than 1,500 square feet of gross floor area <br />with Board of Zoning Adjustments consideration of a Conditional Use <br />P ermi t. <br /> <br />There was consensus of the Council to do so. <br /> <br />Councilmember Santos expressed concern that the ordinance should be <br />more flexible and that both large- and small-scale fast food restaurants <br />should be allowed on a case-by-case basis with a Conditional Use Permit. <br />Councilmember Grant noted the item has been before the Business <br />Development Committee twice and the Committee was able to reach some <br />
