(2056/2953)

City Manager Jermanis introduced Caryl Ann Symons, Chair of the Library-Historical
Commission. Ms. Symons described the process used to develop the list of City
Landmarks for Council consideration. She stated the Commission will retU111 in the
near future with a recommendation for an Incentive Program for Council consideration.

Vice Mayor Glaze congratulated the Commission for its fine work on the Historic
Program. He n1entioned that it should be noted on the list that the Captain Roberts
house has been relocated.

Counciln1en1ber Santos stated he is a member of IDES, and the Board President asked
him to mention that the IDES would like to tear down the IDES Hall and construct a
new building in its place. The IDES Board recognizes the Holy Ghost Chapel is
historically significant, and it would remain intact. Councilmember Santos requested
members of IDES be given the opportunity to come before the Comn1ission to discuss
the matter. Ms. SYmons noted that notification was sent to all property owners and no
response was received from IDES.

Mayor Young suggested removing Item 9 from the list of City Landn1arks for further
discussion.

CouncilmeInber Nardine asked why the Masonic Ten1ple building was not on the list.
Ms. SYmons stated this is the original list from 1974, and the consultants have
recommended the addition of the Masonic Temple when the list is updated in the future.

Vice Mayor Glaze responded to Councilmember Santos' concern, noting that inclusion
on the City Landmarks list would not preclude alteration of the building. Ms. SYll10ns
indicated that if the building is included on the City Landmark list, it cannot be tom
down.

Library Services Director David Bohne pointed out that the City Landn1ark designation
could be advantageous and the Incentives Program may allow funding for architectural
services or waiver of permit costs and fees. He noted that there would be no protection
for the buildings if removed from the list.

Councilmember Santos asked for the opportunity to allow the group to make its case to
the Library-Historical Conunission at its January meeting.

Mayor Young suggested the IDES representatives could n1eet with City staff to discuss
the options available to them. She suggested removing Item 9 from the list and
considering it at a later date.

Council made a motion to adopt the resolution with the removal of Item 9 from the
City's Historic Sites Register.
