(1024/1098) <br /> <br />Council directed staff to return with an urgency ordinance extending the <br />moratorium on the consideration of new fast-food restaurant use in the CD <br />District. <br /> <br />M1S/C Badger and Grant. Ayes: 6; Noes: 0; Absent: 1 (Stephens) <br /> <br />Council requested staff bring back the following issues for further consideration: <br />· Review of the definition of juice bars and the issue of transition of use <br />· Adjustment of the boundary of the CD Commercial Downtown District to <br />extend to Williams Street (will require a Zoning Map amendment which would <br />need to go to the Planning Conunission for reconunendation first) <br />· Consideration of a "hybrid" proposal between Options 1 and 2 that may address <br />the issue of the size distinction between large- and small-scale fast food <br />restaurants <br />· Differentiation of zoning between East 14th Street locations and other locations <br />in the CD District <br />· Additional criteria such as parking <br /> <br />Councilmember Santos suggested looking at some local cities such as Burlingame, <br />Millbrae, San Mateo and Redwood City, which lack downtown parking, and what they <br />are doing to address the problem. Councilmember Grant noted that in Redwood City <br />there are no fast food restaurants along two main streets. <br /> <br />Councilmember Grant acknowledged the work staff has done but noted the issues are <br />difficult and Council is trying to do the right thing. She noted that the Council is still <br />struggling with the issues and is "not there yet." <br /> <br />Mayor Young echoed Councilmember Grant's conunents and expressed concern that <br />after working to update the General Plan, the Council will create an exception with the <br />new ordinance. <br /> <br />The City Council recessed from 8:20 - 8:30 p.m. <br /> <br />B. Matter of PLN2003-00092; Rezoning and Planned Development; to rezone the <br />proposed Mulford-Marina Branch Library site from CR Comn1ercial Recreation District <br />to CR (PD) Commercial Recreation, Planned Development Overlay District; for a new <br />Mulford-Marina Branch Library with an approximate floor area of 5,495 square feet and <br />situated on a site encompassing 37,380 square feet. Development of the site will also <br />include a new parking lot and landscaping; 13699 Aurora Drive (northwest comer of <br />Fairway Drive and Aurora Drive); Assessor's Parcel Number 79A-590-1-5; 1. Eyres, <br />Group 4 Architecture (applicant), City of San Leandro c/o N. Thorn (property owner) <br />
