<br />MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-DECEMBER 15, 2003 <br /> <br />(approves rezoning to include a Planned Development Overlay District and a detailed <br />planned development for a new Mulford-Marina Branch Library to replace the existing <br />slnall and outdated facility. The proposal to expand and improve the library branch will <br />retain the same neighborhood scale as the existing facility). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the itenl and introduced Planner Elnler Peneranda. Mr. <br />Penaranda gave a short PowerPoint presentation describing the proposal and <br />reconlffiendations for Council consideration. <br /> <br />Councilmember Santos noted that a question arose in the Planning Commission <br />hearings by residents of Mulford Gardens regarding the need for a PD. Councilmenlber <br />Santos also inquired about airplane noise and whether the new library building will be <br />adequately insulated. Mr. Penaranda indicated noise studies will be performed at the <br />time the construction documents are being prepared to ensure proper roof and ceiling <br />construction for adequate mitigation of airplane noise. Mr. Penaranda stated there is a <br />need to rezone to a PD Overlay District because libraries are not permitted or <br />conditionally permitted in CR COlnmercial Recreation District. The PD Overlay <br />District would allow the City the discretion to deviate fronl the Zoning Code for the <br />construction of the new and expanded library. <br /> <br />Councilmenlber N ardine asked if the architect's rendition of the building is final. City <br />Manager J ennanis stated the building design has not been approved and will go before <br />the City Council Facilities Committee for input. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, asking the <br />following questions: <br />· Will the library be built on the existing property or a new location? Will the existing <br />property be increased in any way? <br />· If moved, and within the Mulford Gardens area, would it be within a <br />Redevelopment area? <br />· If within a Redevelopment area, will RDA funds be involved in the project? <br /> <br />Mr. Filipovich spoke to need for a clear record of the tax increments developed from <br />Redevelopment. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />City Manager Jermanis responded to the questions posed by the speaker, stating the <br />proposal is to have the library remain at its existing location on the comer of Fairway <br />and Aurora, the parcel will be expanded in size, it is not in a Redevelopment area and <br />no Redevelopment funds will be used on the proj ect. <br />
