<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-DECEMBER 15, 2003 <br /> <br />Vice Mayor Glaze asked if the Library-Historical Comnlission had determined whether <br />this is the proper location for the facility or if it would be better placed elsewhere and <br />whether the schools have been involved in the planning process. He also asked if this <br />library has been considered for use as an interpretive center due to its proximity to the <br />Marina and Monarch Bay. Library Services Director David Bohne stated the grant <br />application for the new Mulford-Marina Branch Library requires a cooperative <br />agreement with the School District to participate in a joint venture at the new library. A <br />joint use cooperative agreement with the San Leandro Unified School District was <br />drafted for the creation of a science program room to help teachers provide enhanced <br />learning opportunities in science, nature and the environment to elementary school <br />children. The agreement has been approved by the School District Board of Trustees. <br />Mr. Bohne noted the rezoning was necessary for approval of the grant funding. He <br />further noted the Library-Historical COll1lnission spent a great deal of time working with <br />the architects on the location, and several different sites were considered. The current <br />site was chosen due to its proximity to both the Mulford Gardens and Marina Faire <br />neighborhoods and for the good parking and circulation conditions. <br /> <br />Councihnelnber Grant noted that there was no mention of nlonarch butterflies in the <br />Mitigated Negative Declaration. She requested that it be mentioned in either the <br />Mitigated Negative Declaration or the construction documents that impacts on the <br />nlonarch butterflies have been considered. City Manager J ermanis stated that when the <br />Engineering and Transportation Department issues the bid proposal, there will be <br />prohibitions on construction at certain times of year to ensure the butterflies and their <br />habitats are not disturbed. <br /> <br />Councilmenlber Santos stated the clear majority of residents in the Mulford Gardens <br />and Marina Faire neighborhoods support the library project. <br /> <br />· Minute Order No. 2003-056, Motion Adopting a Mitigated Negative Declaration <br />and Associated Mitigation Monitoring Program for PLN2003-00092 as Complete <br />and in Compliance with CEQA at 13699 Aurora Drive (Northwest Conler of <br />Fairway Drive and Aurora Drive); Assessor's Parcel Number 79A-590-1-5. <br />(1009/1 099) <br /> <br />Council adopted a Mitigated Negative Declaration and Associated Mitigation <br />Monitoring Program for PLN2003-00092 as Complete and in Compliance with <br />CEQA at 13699 Aurora Drive (Northwest Corner of Fairway Drive and <br />Aurora Drive); Assessor's Parcel Number 79A-590-1-5. <br /> <br />M/S/C Santos and Nardine.
