<br />Minutes -- City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - .January 22, 2002 <br /> <br />Page 9 <br /> <br />Council Member Grant referenced Council's previous action on the Interim <br />Ordinance that was the subject of a public hearing earlier in the evening. She <br />commented that staff is working to involve the public in the process, through <br />advisory conm1ittecs, to plan for future development on E. 14th Street. <br /> <br />C. Council Member Nardine asked for an update from statf on the status of the bumed- <br />out buildings at Palma Plaza. <br /> <br />Council Members discussed the status of community preservation enforcement, and <br />Council Member Nardinc stressed the need to follow through with the propel1y <br />owner to get a commitment and timeframe as to when the property would be <br />cleaned up. She added there is a problem at that location with cars parking on the <br />site, which creates an eyesore for the community. The City Manager added he <br />would have the Police Department check on the property and report back about the <br />issue of cars parking at that site. The City Manager also indicated staff is reviewing <br />the ability to strengthen our Community Preservation Ordinance in order to address <br />these types of issues. <br /> <br />D. Council Member Loeffler thanked the Assistant City Manager and Public <br />InfoD11ation Officer for touring bis District with him last week. He commented it <br />was a leaming experience and an opportunity for infonnation to be shared. He <br />suggested Council Members should brief the full Council on the issues they <br />perceive in their districts perhaps on an annual basis. He also suggested a Work <br />Session might be an avenue for the discussion to take place. <br /> <br />Council Member Loeffler commented for the record and requested the following be <br />verbatim: <br /> <br />"Under the Consent Item we approved various contracts related to the completion <br />of our public library. I have noted that the true costs of the remodeling of the <br />library is hidden from public view and the Council's view. I want to go formally on <br />the public record requesting the City Manager to provide to the public the true costs <br />of the remodeling of our main library. The public did not vote on the project and its <br />funding. The Council approved of this imp0l1ant community project using an <br />opportunity to fund it from what one calls COP, or Certificates of Participation. J <br />call it the "Mastercard" approach to public facilities. In my view, the process <br />violates the public's right to know the cost of govemmcnt projects. I am fOO1lally <br />going on record tonight to ask for a full accounting of this project so that we can <br />demonstrate to the people our ability to manage the money that they entrust to us." <br /> <br />Council Member Loeftler continued by commenting on the 2"u Annual Martin <br />Luther King, Jr. Celebration and thanked Arroyo High School students for <br />videotaping the event so it can be shared with the community on Channel 15 <br />CATV. <br />
