Matter of Discussion and Update on Conduct of November 2002 Election <br />Options. <br /> <br />The City Manager gave an overview of the upcoming election and introduced the <br />City Clerk to review the various options available to conduct a run-off election, <br />should one be necessary. <br /> <br />Public Comment: <br /> <br />Lou Filipovich, 15376 Laverne Dr., addressed the City Council commenting the <br />Council made a mistake by putting this issue on the ballot in 2000. He commented <br />that Sequoia Pacific can and will conduct the run-off election for the City. He <br />continued by noting San Leandro is a non-partisan community, and the City <br />Council is turning this into a partisan election. <br /> <br />Council Member Grant indicated her support for having the County conduct the <br />run-off election for the City, but indicated she would prefer it happen within the 60 <br />day period. <br /> <br />After a lengthy discussion regarding the various alternatives, the following motion <br />was made: <br /> <br />The following Motion was then introduced: <br /> <br />Minute Order NQ, 2002-24, Matter of Discussion and Update on Conduct of <br />November 2002 Election Options. (1055) <br /> <br />The City Council selected Option B, "Conduct Run-Off Election by All- <br />Mail Ballot in 88 Days," following the November 5, 2002, General <br />Municipal Election. <br /> <br />M/S/C Loeffler and Glaze. Ayes: 6; Noes: Grant <br /> <br />C. Matter of Discussion Regarding Proposed Incorporation of Castro Valley. <br /> <br />The City Manager gave an overview of the proposed incorporation, and Matt <br />Thomas, Planner III, eXplained the proposed incorporation in greater detail. <br /> <br />Discussion ensued regarding the impacts if San Leandro fails to amend their <br />Sphere of Influence and the impacts to those unincorporated residents who <br />currently have San Leandro addresses. <br /> <br />The Mayor expressed the need to have greater clarity regarding the actual <br />boundary of the "No Growth" Measure D. <br />
