Council Member Grant reported on the May 9, 2002, luncheon in Fremont that shc <br />attended. Senator Pigueroa and First Lady Sharon Davis were also in attendance, <br />and Council Member Grant took the oPP0l1unity to highlight thc good things San <br />Leandro is doing. <br /> <br />F. Mayor Young asked that the meeting be adjourned in memory of P0l1er Faucett, in <br />addition to Bctty Kuri1ich and those who died de/ending our country. <br /> <br />The City Coundl recessed from 9:12 p.m. to 9:25 p.m. <br /> <br />9. PRESENTATIONS <br /> <br />A. Presentation of the City Manager's Proposed 2002-2003 Budget. <br /> <br />(1051 ) <br /> <br />City Managcr JC1111anis thanked the Finance Departmcnt stan~ the City Manager's <br />Office staff, and especially Assistant City Manager Schilling for their fine job and <br />trcmendous effort in preparing thc budget, which is "the earliest ever." He then <br />prescnted the budget, pointing to San Leandro's divcrsc business base and <br />affordable housing market as reasons lor the City's strong economy. <br /> <br />Council Members cngaged in a lengthy discussion regarding items, such as <br />proposed wastcwater fees, contract scrvices related to animal control, the <br />cogeneration study, combining Marina fees, rising 11m service agency costs, housing <br />assistance to the workforce, and how the monies allocated for "Services" are spent. <br /> <br />Vice Mayor Clazc questioned why the Economic Development and Redevelopment <br />Agencies have separate budgets evcn though their staffs are co-rninglcd, Jle <br />expressed concern about the level of economic development in the City, suggesting <br />the City consider contracting out services to attract businesses and asking City <br />Manager Jcrmanis to discuss the future of economic development in the City. Vice <br />Mayor Glaze mentioned several vacant properties, such as the old Best Products in <br />Creenhousc and thc old Kragens by Targct. Hc complimented the City Manager's <br />Office on the auto mall but does not feel the project falls totally in the realm of <br />economic developmcnt. <br /> <br />Council Mcmber Locffler requested reports on conference attendance by stall <br />because he would like to know what the City is investing in and what the return on <br />that investment is. <br /> <br />Council Member Loeffler also commented the issue of parking in impacted arcas <br />was not addressed, and a brief City Council discussion /()lIowed. <br />
