Finance Committce Meeting of May 7, 2002. Accepted as suhmitted. <br /> <br />5. Human Relations Comrnittec Meeting of'May 8,2002. Accepted as suhmitted. <br /> <br />Mayor Young noted for 50 years the Mayor has had the authority to issue <br />proclamations and recommcndcd that thc policy remain as IS. She said the <br />Committee recommendation is too confining. <br /> <br />Council Member Loeftler statcd hc would like the City Council to review the <br />wording and policy regarding proclamations and to rccei vc copies of all <br />proclamations before they are presented. He said City Council is not able to <br />respond if they arc not fully informed. <br /> <br />Mayor Young stated she has the authority to issuc proclamations but chooses to <br />include City Council Members as a courtesy. Shc advised COLlnci I Member <br />Loeffler that the full text ofproclalnations is available on the City's website. <br /> <br />Council Member Grant clarified the Committee's recommendation by stating <br />that Council Members oflen receive requests lar proclamations. She said the <br />Committee feels that offering support brings the City into the limelight but <br />indicated thc Committee was reluctant 10 bccomc as outspoken as Berkelcy_ <br />Council Mernber Grant said thc spirit of the recommendation was good but, <br />alter hearing this discussion, feels it was recommended with incompletc <br />information about thc oflice practice of issuing proclamations, <br /> <br />Vice Mayor Glazc commented that the City Council cannot overturn the <br />wording in the City Charter rcgarding proclamations, commendations, and <br />resolutions and requested the City Attorney to provide an intellJretation of thc <br />wording pertaining to proclamations. <br /> <br />Council Member Loemcr said this discussion provided Council Mcrnbcrs with <br />more in[onnation on the authority fC1r proclamations and suggestcd the issuc go <br />back to the Human Relations Committee. Mayor Young and all COllllCi I <br />Members agreed unanimously. <br />
