The Mayor
commented she was offended by comments made by the public that she is not
knowledgeable about the issues.

Council Member Santos commented on his involvement with this issue over the
years and expressed a desire to serve as the Representative since the major impacts
are on District 6.

Council Member Nardine expressed the full City Council is passionate about the
noise issues as they relate to the Port of Oakland and commended the Mayor on her
service as the Representative on this Committee for the City. However, based on
his District 6 representation, she expressed her support for Council Member Santos'
appointment.

Council Member Grant stated her support for Mayor Young's leadership in the
Representative position and Council Member Santos as the Alternate. She stressed
her desire to see this work, but if it could not, she indicated she would like to serve
as the Alternate.

Council Member Loef11er commented on the progress being made with the Port of
Oakland and feels the Airport issue will continue to be a challenge. He added the
Mayor has a real passion for the issues as does Council Member Santos. Council
Member Loeffler added perhaps it is time to send a message to the Port of Oakland
that we are shuming the team and stated his support for Council Member Santos as
the Representative and Council Member Grant as the Alternate.

Council Member Badger stated that when the City Council made the detennination
that the Mayor should represent the City on this FOnlm, it made sense and that he
docs not feel there should be a change.

The Mayor noted if the City Council were to remove the Mayor from the team, the
City Council would be sending a very different message to the Noise Management
Forum.
