Each speaker will be allowed 3 minutes for comments. <br /> <br />A. Resolution No. 2002-130, Resolution appointing member to Recreation and Parks <br />Commission (District 5) - Catherine DuChene. (1020) <br /> <br />Catherine DuChene was sworn in as the new Recreation and Parks Commission Member, <br />District 5. <br /> <br />M/S/C Loeffler and Santos. Ayes: 7; Noes: 0 <br /> <br />B. Matter of annual review of the Rent Review Program amI adoption of amendments to the <br />Rent Review Ordinance, the ordinance that establishes the Rent Review Board, and the <br />Administrative Code relating to rules of operation governing the Rent Review Board. <br /> <br />Community Development Director Hanson Hom reported on the activities of the Rent <br />Review Board over the past year. He reported staff received 175 inquiries, 35 Rent <br />Review requests, and 12 hearings scheduled with most being settled prior to the hearing. <br />He recommended the program continue and suggested a brochure be developed and <br />distributed. He reported a HUD review found that CDBG funding is not an allowable <br />administrative cost so an alternative funding source will need to be discussed in the <br />future. Mr. Hom introduced Mr. Tom Silva, Chair of the Rent Review Board. Mr. Silva <br />commented that he was satisfied with the report and concurs with the changes and <br />clarifications to the program. He thanked staff for a successful program and process. <br /> <br />Mayor Young commented on her appreciation of the program and process {or the <br />community. <br /> <br />Council Member Grant commented that the process seemed to be working well and <br />thanked Mr. Silva and staff for their hard work. <br /> <br />The following Resolution and Ordinance were then introduced: <br /> <br />. Resolution No. 2002-131, Resolution amending Article 1 of Chapter 1 of Title 22A <br />of the San Leandro Administrative Code relating to rules of operation governing the <br />Rent Review Board.
