Resolution No. 2002-132, Resolution approving Plans and Specifications and Calling for <br />Bids for the State Transportation Improvement Program (STLP) Marina Boulevard <br />Widening Project, Project No. 02-150-38-214 (provides for widening the south side of <br />Marina Boulevard and reconstmcting the existing roadway betwecn Alvarado Street and <br />San Leandro Boulevard). Bid opening date is October 15, 2002. Funding: Alameda <br />County Congestion Management Agency (CMA) through the State Transportation <br />Improvement Program (STIP). Resolution No. 2002-133, Resolution approving Plans and Specifications and Calling for <br />Bids for the Blue Dolphin demolition, Project No. 597-57-117, and appropriation of <br />Capital Improvement Projects (CLP) Reservc Funds (provides for building abatement, <br />demolition, and recommendations for pile repair. Bid opening date is October 15, 2(02). <br />Funding: Marina Fund. (2929) <br /> <br />City Manager John Jennanis introduced the plan to move ahead with demolition of the <br />Blue Dolphin building. City Engineer Ken Joseph presented a site plan and reported on <br />the continued deterioration of the faei lity. The project will involve removal of the top <br />structure down to the concrete foundation and placement of a safety fence around the area. <br /> <br />Vice Mayor Glaze asked for clarification about the fence and parking area. He requested <br />staff review the fencing aner it has been installed to ensure both safety and quality. City <br />Council Members concurred that the fencing should be placed closer to the site as was <br />proposed. <br /> <br />M/S/C Santos and Loeffler. Ayes: 7; Noes: 0 <br /> <br />E. Matter of project funding and appropriation of funds for the I-880/Washington Avenue <br />Interchange Project (fulfills requirements for the City to receive funds on a reimbursement <br />basis and provides for appropriation of$I,41O,OOO of Measure B funds l'or the design and <br />construction of modifications to the 1-880 off-ramp at Beatrice Street adjacent to <br />Washington Avenue). Cost: $1,410,000. Funding: Measure B Funds. <br /> <br />City Engineer Ken Joseph reported on the use of Measure Band ACTIA funds for the <br />project and described the appropriation and reimbursement process. <br /> <br />Vice Mayor Glaze asked about the design work and involving the community during the <br />process. He asked whether any studies have occurred to date. Mr. Joseph stated there <br />will be alternatives provided and commented on the involvement by CalTrans. <br /> <br />Council Member Nardine commented that the project description is not clear. She also <br />stated she would like the community to see all options, including "no option" as a choice. <br /> <br />Mr. Jennanis eonm1ented on the involvement by the community, the authorization <br />process, and the desire for CalTrans to serve as lead on the project and to identify options. <br />
