Resolution No. 2002-134, Resolution authorizing the City Manager to enter into a <br />Revised Master Project Funding Agreement and four subsequent Specific Project <br />Funding Agreements with the Alameda County Transportation Improvement <br />Authority (ACTLA) for Measure B 2000 Capital Project. Matter of discussion of appointment of City Clerk. <br /> <br />( 1496) <br /> <br />Vice Mayor Glaze commented on the stail report and requested modifications to the <br />selection process. He asked that the City Council be included and eonfi1111 the candidate. <br />He said the Council is supported by the position so they should have some input and <br />stated that this process would not remove the supervisory role of the City Manager. <br /> <br />City AUol11cy Liane Randolph asked about the authority to terminate the employee. <br /> <br />Vice Mayor Glaze responded that he felt termination was the responsibility of the City <br />Manager. <br /> <br />City Manager Je1111anis provided some background on the past practices of hiring a City <br />Clerk. I-Ie suggested he recommend to the Council his choice for a candidate, and the <br />Council could meet and confiml the candidate. <br /> <br />Council Member Santos asked for clmification of the 1983 ordinance. <br /> <br />There was further discussion on the process relating to an Ad Hoc committee or full City <br />Council involvement. Ms. Randolph clarified public meeting requirements. <br /> <br />Mayor Young suggested the Mayor and Vice Mayor meet with the candidate. She <br />commented it would be advisable to have a discussion rather than an interview with the <br />candidate. <br /> <br />Council Member Badger asked for clarification on the hiring process. <br /> <br />Mr. Jennanis commented on the need to modify the existing ordinance for the City <br />Council to confirm the candidate. <br /> <br />Ms. Randolph noted that the confinnation would be in a public setting. <br />
