Matter of adoption of state-mandated Califomia Building Standards Code and related <br />amendments (adopts state-mandated Califomia Building Standards Codes, including <br />Resolution of Findings pursuant to California Health and Safety Code, Section 17958.7 <br />related to modifications to the Caliiomia Code of Regulations Goveming Building <br />Constmction; endorses changes and provides findings as to the local conditions requiring <br />changes from the Uniform and State Building Codes). <br /> <br />This being the time and place f~)r the Public Hearing on the above matter, City Manager <br />John Jennanis announced that one section of the ordinance pertaining to the plumbing <br />code was inadvertently left out. He introduced City Attomey Liane Randolph to read <br />the section aloud. Language for Section 7-5-915: Materials was added to the Uniform <br />Plumbing Code lor consideration by the City Council. <br /> <br />Ms. Randolph recommended the item become an Urgency Ordinance in order to meet <br />statutory deadline of November 1,2002. <br /> <br />Chief Building Official William Schock provided an overview on the materials <br />identified lor the plumbing code. He stated there is a celiain amount of discretion given <br />to the Building Official as to the approval of altemate methods or materials. He <br />clarified the prohibition to use plastic pipe is the same language as currently approved <br />and enforced. <br /> <br />Council Member Loeffler asked whether new types of technology would be allowed. <br />He said residents need clari fication on the approved materials. <br /> <br />Mr. Schock reported new Califomia Building Standards Codes are adopted every three <br />years and said local jurisdictions arc allowed to make slight modifications. He stated <br />codes may be updated, changed, or carried over. He noted there arc new requirements <br />related to the structure of failing buildings and the eligibility to receive assistance from <br />FEMA. There is also language related to unreinIorcedmasonry and tilt-up structures. <br />He noted the standards for upgrading ti It-ups arc voluntary. <br /> <br />The Hearing was then opened to the public. <br />
