She <br />would like both the annual neighborhood clean-up proh,'Tam and the dumpster-by- <br />appointment program but, given the choice, would support the appointment program with <br />increased publicity. <br /> <br />Council Member Badger noted the similarities to Phases J and II of Operation Clean <br />Sweep. He noted the Octobcr 17 San Leandro Times ktter to thc editor regarding <br />"business people not required to clean." He stated these businesses need to clean up and <br />the neighborhood streets must be cleaned, even if that means towing cars. <br /> <br />Vice Mayor Glaze commented on the types or street sweepers and also pointed out that <br />medians arc not cleaned or planted. He commented on CalTrans not taking care of their <br />propcliies, such as oiTramps. He stated that Alameda County Flood Control needs to take <br />responsibility and address all issues. He said the City should bring back the annual pick- <br />up program as well as target neighborhoods. <br /> <br />Mayor Young commented on the neighborhood-based clean-up program and the <br />Neighborhood Coordinator concept. She agreed with comments regarding Alameda <br />County Flood Control. She noted the City Council should readdress the Neighborhood <br />Empowemlent Fund concept. <br /> <br />City Manager John Jennanis thanked the City Council for comments on proposed <br />program changes and noted thc Management Group would be discussing neighborhoods <br />at their upcoming retreat. <br /> <br />D. Resolution No, 2002-150, resolution supporting Proposition 46, the Housing and <br />Emergency Shelter Trust Act of 2002 on the November 5, 2002 statewide ballot (resolves <br />the City of San Lccmdro's support of Proposition 46, a ballot initiative on the November <br />5, 2002, ballot, which would create a statewide trust fund Lor a variety of hOLlsing and <br />emergency shelter programs in California).
