Matter of Neighborhood Beautification Program update. <br /> <br />(2939) <br /> <br />City Manager John Jern1anis introduced the Neighborhood Beautification Program and <br />noted it as being one or the City Council goals. Assistant City Manager Ed Schilling <br />presented the program and outlined the six primary components. The objectives include a <br />designated Neighborhood Coordinator, more aggressive Community Standards <br />implementation strategies, modifications to street sweeping, a neighborhood clean-up <br />program, changes to the street tree program, and addressing creek hed maintenance issues. <br /> <br />Public Comments: <br /> <br />I. Darlene Evans, 361 Bristol Boulevard, addressed the City Council regarding <br />complaints from neighhors, problems with a tree, realtors' responsihilities to property <br />conditions, and poison oak and homeless people in the creek. <br /> <br />2. Wafaa Aborashed, Davis West Neighborhood Group, addressed the City Council <br />in support of more aggressive Community Standards policies. She noted her concell1 <br />about the cost of City trees and wants more in her neighborhood. <br /> <br />Vice Mayor Glaze commented on Community Standards-related enforcement issues and <br />his desire to see a neighborhood selected to address all issues. He commented on street <br />trees and the related costs and noted the City should pay for any damage hy a City street <br />tree. He noted that vehicles abandoned may not be by the residents, and went on to say <br />other Flood Control areas need attention. <br /> <br />Council Member Loeffler commented that all homeowners' aSSOCiations should he <br />involved in this issue. He noted dumping in San Leandro is occurring on side streets and <br />asked that residents help to aleIt staff of violators. He commented on the creek, the <br />homeless living in the area, and Alameda County Flood Control's responsibilities. <br /> <br />Council Member Santos agreed with the enforcement policies and commented on forcing <br />landlords to maintain properties. Jle commented on noise-related ordinance issues as well <br />as the responsibility ofthe Flood Control agency. <br /> <br />City Attorney Liane Randolph clarified the fines relating to both the Conununity <br />Standards ordinance and the Municipal Code. She further notcd the appendix, which <br />includes noise-related ordinance language. <br /> <br />Council Member Nardine commented on recent street sweeping difficulties. She noted <br />the former Citywide Clean Up Program as successful. She stated the City should pay for <br />street trees. <br />
