PUBLIC I-IRARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of PLN2002-00031; Rezone from IG Industrial General district to IG-PD <br />Industrial General Planned Development Overlay district, Planned Development, Master <br />Sign Program, Mitigated Negative Declm"ation, and Tentative Tract Map 7382, to <br />construct a proposed new industrial business park on an approximately 21-acre site <br />proposed to be subdivided into nine parcels ranging in size from 0.98 acre to 6.58 acres <br />(fonner Hohener property); located at 2500 Davis Street; Assessor's Parcel Number 79A- <br />515-2-8; Bayside Partners BCLP and McMahon Development Group LLC, Applicant, <br />Developer, and Property Owner. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />John Jermanis gave an overview of the item. City Attorney Liane Randolph noted that <br />this is a quasi-judicial proceeding. After the public hearing, Council members will be <br />asked to disclose any infonnation they received outside the hearing which may influence <br />their decisions. <br /> <br />Council Member Loeffler raised a eoncem regarding the time restriction imposed in the <br />City Council public hearing process, noting the same constraints do not apply in other <br />judicial proceedings. <br /> <br />Community Development Director Hanson I-lam reviewed the events f()lIowing the <br />September 3, 2002 City Council hearing on this item and outlined the issues. Senior <br />Plmmer Debbie Pollart gave a PowerPoint presentation highlighting the changes made to <br />the project and additional Conditions of Approval incorporated, based upon comments <br />and input from the public, Planning Commission and the City Council. Rory Bakke of the <br />Alameda County Wa..')te Management Authority gave a brief explanation of the <br />Authority's role, described the Eco-Industrial Park (EIP) concept, and noted this project <br />would be a national model project. <br /> <br />Russ Pierce, McMahon Development Group, addressed the City Council regarding the <br />compm1Y's attempts to address traffic concems and the concerns of the local community <br />groups, and outlined the benefits of the project to West San Leandro. <br /> <br />Council Members asked clariIYing questions of Ms. Bakke. Council Member Loeffler <br />noted that Mayor Young is the City's representative on the Waste Management Board. <br /> <br />The Hearing was then opened to the public. <br />
