<br />MINlITI<:S <br />City of San Leandro City Council Meeting November 4,2002 <br /> <br />Page 4 <br /> <br />brought up by residents, and expressed his belief these Issues can be adequately <br />addressed. <br /> <br />Lynn Sandoval, Davis West Neighborhood Group, addressed the City Council <br />regarding the traffic and air quality problems generated by the project. <br /> <br />Yvette Rice, Marina Action Committee, addressed the City Council regarding the <br />impacts on the children attending elementary school in her neighborhood of poor air <br />quality due to vehicle emissions. <br /> <br />Rich Wahl, San Leandro Chamber of Commerce, addressed the City Council <br />regarding the benefits of the project to the City, and urged the Council's support. <br /> <br />Larry Norry, Mulford Gardens Homeowners' Association, addressed the City Council <br />regarding his belief an error was made in the amount of wetlands acreage cited in the <br />1989 Draft: Environmentallmpact Report, and provided pictures taken a few years ago of <br />wetlands at the subject site. Mr. NotTy submitted a stack of "green cards" he collected <br />[rom rcsidcnts. <br /> <br />Francois Gallo, N.A.A.C.S.L., addressed the City Council, cxpressing his agreement <br />with the issues raised by Larry Norry, and read a portion of the 1989 Draft ErR report <br />regarding "unauthorized fill" at the site. Mr. Gallo pointed out the discrepancy in <br />wetlands acreage under discussion, and that ILT. Harvey and Associates, the company <br />hired to perform the wetlands mitigation, is not an impartial source to detcrmine the <br />accurate wetlands acreage. <br /> <br />Heidi Finberg, San Leandro Chamber of Commerce, addressed the City Council <br />regm'ding the Chamber's 28-member Board of Directors' unanimous vote in support of <br />the Bayside Business Park, and strongly encouraged the Council's approval of the project. <br /> <br />Charles Pershing, Peehiney Plastic Packaging, addressed the City Council in support of <br />the project, noting the project will create the opportunity for local businesses to recycle <br />their solid waste economically and generate revenue for the City. <br /> <br />Paul Nahm, 1591 Daniels Drive, addressed the City Council in support of the project, <br />commenting the project provides an opportunity to do something extraordinary with an <br />otherwise neglected property. <br /> <br />Raffi Demirjian, addressed the City Council regarding his recollection as a Plmming <br />Commissioner in 1999, when Council directed to staff to stop further recycling or refuse <br />businesses in the subject area. <br /> <br />Russ Pierce, McMahon Development Group, provided clarification on questions <br />regarding wetlands mitigation and the discrepancy in wetlands acreage, responded to the <br />community groups' concerns of not having ample input into the process, and urged <br />Council's approval of the project. <br />
