Chandler, Attorney on Behalf of <br />Bill's Towing, Applicant, Upheld the Board of Zoning Adjustments' <br />Denial of PLN2001-0000~, and Adopted Findings of Fact for Denial of <br />Conditional Use Permit. <br /> <br />M/S/C Galvan and Santos. Ayes: 4; Noes: Glaze and Loeffler; Absent: <br />Nardine <br /> <br />B. Matter of Proposed Extension of Moratorium on New Second-Story Homes, New <br />Second Stories, or Expansions of Existing Second Stories in the Bay-a-Vista Area <br />(proposed extension of the Moratorium through December 31, 2001, or until the <br />proposed Zoning Code Amendments are adopted, whichever comes first). <br /> <br />Letter Opposing Two Stories from Mrs. M. A. PelIerino, 2356 Marineview <br />Drive, no date, received May 11, 2001. <br /> <br />Petition Opposing Two Stories from 48 Residents, dated May 14,2001. <br /> <br />Letter Requesting Exemption to Moratorium on Two Stories from Kevin M. <br />Corbett, Attorney for Shakkum Tsoi, 1333 Daily Drive, dated May 15, 2001. <br /> <br />This being the time and place for the Public Hearing on the above matter, Debbie <br />PolIart, Planner III, gave the staff report and an overview of the proposed <br />Moratorium. <br /> <br />The Hearing was then opened to the public. <br /> <br />Kevin Corbett, 220 Juana Avenue, addressed the City Council on behalf of Mr. <br />Shakkum Tsoi, indicating that he is the only person that is adversely affected by <br />this moratorium. Mr. Corbett requested that his client be exempted from this <br />ordinance. <br /> <br />Bob Byers, 1657 Clearview Drive, addressed the City Council in support of the <br />moratorium. <br /> <br />Rene Ponder, 154~ - 13Sth Avenue, addressed the City Council stating that he <br />hopes the moratorium is only in Bay-O- Vista and is not imposed on the flatlands <br />outside the area. He questioned why it was brought forward to the City Council in <br />the first place. <br /> <br />Kathleen Elliott, 1079 Oakes Boulevard, addressed the City Council in support <br />of the extended moratorium, with the hope that it gives the City an opportunity to <br />look at its complete design issues community-wide. <br />
