But, he stated he intends to continue his efforts based on the amount of <br />architectural work that has been done so far. <br /> <br />There being no further comments from the public, and without opposition, the <br />Public Hearing was closed. <br /> <br />City Council discussion ensued regarding the addition that prompted this issue for <br />the Bay-O- Vista residents to surface. <br /> <br />Council Member Loeffler noted his support of the first moratorium was to allow <br />for a greater discussion to take place on an issue that he feels also impacts the <br />flatlands. He explained that the specific issue that triggered his support was an <br />existing 3,500 square foot home that added 4,500 square feet without working <br />with the neighborhood. He indicated that he feels staff should have review <br />authority citywide in order to address "out-of-character" building requests. <br /> <br />Council Member Santos stated his agreement with the moratorium in Bay-O- Vista, <br />but did not support a citywide moratorium. <br /> <br />Council Member Grant applauded the Committee's work on this issue and stated <br />her support of the moratorium in Bay-O- Vista and even, perhaps citywide. She <br />stressed the need for the Bay-O- Vista Homeowner's Association to take a closer <br />look at tightening their CC & R's (Covenants, Codes & Restrictions). <br /> <br />Vice Mayor Glaze indicated his support for the extended moratorium in Bay-O- <br />Vista and clarified that the ordinance should be coming back to the City Council in <br />early June at a Work Session and for action at a Regular City Council Meeting as <br />early as July. <br /> <br />The Mayor agreed with her colleague's comments and asked staff if they could <br />take a look at Mr. Tsoi's property to see if he could expand his property in other <br />ways other than building up. <br /> <br />The following Ordinance was then introduced: <br /> <br />Ordinance No. 2001-014, An Urgency Ordinance Extending Interim Urgency <br />Ordinance No. 2001-012, Prohibiting the Processing and Approval of Use <br />Permits, Variances, Building Permits, Start of New Construction or Other <br />Entitlements for New Second Story Homes, New Second Stories or <br />Expansions of Existing Second Stories in the Bay-O- Vista Area Through <br />December 31, 2001, or Until Proposed Zoning Code Amendments Are <br />Adopted, Whichever Comes First, and Declaring This Ordinance To Be an <br />Urgency Measure, To Take Effect Immediately, As It Relates to the <br />Preservation of Public Peace, Health And Safety.
