CITY MANAGER'S REPORT AND COMMENTS <br /> <br />The City Manager explained the procedure for filling the City Council vacancy in <br />District 1. <br /> <br />6. CITY COUNCIL REPORTS <br /> <br />A Reports on Intergovernmental Agencies <br /> <br />1. Council Member Grant commented on the Alameda County Housing Authority <br />and indicated that she had the pleasure of serving on their scholarship <br />committee. She indicated that they present about 20 scholarships to people <br />who participate in their housing programs. The formal presentation of those <br />scholarships will take place Wednesday, June 27,2001 at 8 a.m. <br /> <br />2. Mayor Young reported on the Bayside Groundwater Project and a letter <br />received from the San Lorenzo Village Homes Association suggesting that the <br />City join with them in suggesting that East Bay MUD create an oversight <br />committee composed of the City of Hayward, Alameda County Water District, <br />San Lorenzo Homes Association, the two homeowner associations in Heron <br />Bay, as well as the City Council and our District East Bay MUD <br />representatives, to continue the discussion and oversight of the Bayside <br />Groundwater Project assuming the ElR passes muster. <br /> <br />Mayor Young also reported that the Bay Area Air Quality Management <br />District had a County Program Manager submittal from the City of San <br />Leandro that has been approved for installation of cameras on Marina Blvd. <br />which will be connected to the City's traffic operations center to monitor and <br />enable more responsive changes to traffic demands. <br /> <br />Mayor Young reported that in 1955 there were 35 million miles driven daily in <br />the nine Bay Area counties which included to and from work and home and <br />inconsequential trips. Today, everyday in this community of 9 Bay Area <br />counties, we drive 140 million miles. <br /> <br />The Mayor also noted that the Congestion Management Authority placed into <br />MTC's Regional Transit Expansion Program, the Oakland-San Leandro Bus <br />Rapid Transit placeholder for the discussions that have taken place regarding <br />the Major Investment Study for public transit from Berkeley to San Leandro <br />Bayfair BART station. <br />
