He indicated each Council Member has the option to spend as <br />many hours doing business as a Council Member as they deem necessary and stated <br />there has been a tremendous disparity since 1997 with the compensation between <br />City Council Members and the Mayor. He concluded by commenting the Mayor, <br />under the proposed ordinance, would have an opportunity after the election to <br />petition the balance of the City Council/l)r an increase in pay. <br /> <br />Council Member Grant stated shc is disturbed about considering an increase in City <br />Council Member salaries, while decreasing the Mayor's salary, as well as concerns <br />for limiting the potential pool of candidates for onice. She indicated she feels the <br />Council should keep the base salary at $2S00.00 per month for the Mayor. She <br />disagreed that the Mayor should have to ask for a salary increase and stressed shc <br />feels this is a personal and personnel matter. <br /> <br />City Council discussion continued regarding the explanation for "base salary" and <br />the issue of"palt-time" versus "full-time" as it relates to the Mayor's position. <br /> <br />Council Member Badger questioned the validity of lowering the Mayor's salary in <br />2003 to an amount lower than what is currently being paid. lie questioned how one <br />might measure the wOlth of a part-time position. <br /> <br />Vice Mayor Glaze indicated that, in many ways, the Mayor's statements regarding <br />past history of the Mayor's salary arc correct. lie indicated that lowering the <br />Mayor's salary would not settle the isslle of full-time versus part-time. He went on <br />to give an overview of how the salary of $2800.00 per month was reached for the <br />current Mayor's salary. <br /> <br />Council Member Loeffler commented that he recalled the justification for the <br />Mayor's salary very clearly. He went on to add that the City of San Leandro <br />operates as a Council/Manager form of government and the highest paid person in <br />City government is the City Manager. He concluded by indicating that the <br />proposed recommendation regarding the Mayor's salary nceds to be reconsidered. <br /> <br />Council Member Nardine stressed the nccessity to have a "basc salary" definition in <br />the ordinance. <br /> <br />The following actions werc taken: <br /> <br />Ordinance No. 2001-026 <br />Council Members. <br /> <br />An Ordinance Establishing Compensation of <br />(1315/1485) <br /> <br />M/S/C Locfflcr and Glaze. Ayes: 6; Noes: Santos <br />
