<br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - November 5, 2001 <br /> <br />Page 12 <br /> <br />Minute Order No. 2001-88 <br />Compensation of the Mayor. <br /> <br />Matter of An Ordinance Establishing <br />(1315) <br /> <br />The City Council, by a majority vote of the Council, referred the matter <br />back to the Rules & Communications Committee, with direction to review <br />the current policy regarding the definition of "base salary" of the Mayor <br />and guidelines for increases. <br /> <br />M/S/C Glaze and Nardine. Ayes: 6; Noes: Santos <br /> <br />The City Council recessed at 9:20 p.m. to 9:30 p.m. <br /> <br />G. Minute Order No. 2001-89 Matter of Discussion Regarding Matter of <br />Modifications to the Real Property Transfer Tax, Providing fi.lr Rebates and <br />Additional Exemptions. (1170/1413/2318) <br /> <br />Ed Schilling, Assistant City Manager, gave an overview of the options for City <br />Council to consider regarding exemptions to the Real Propel1y Transfer Tax. <br /> <br />Public Comment <br /> <br />Nancy Rogers, Bay East Assoc. of Realtors, 7901 Stoneridge Dr., #150, <br />Pleasanton, addressed the City Council indicating she agrees with most of the <br />proposed ordinance. <br /> <br />AI Rosenga, 534 Parrott St., addressed the City Council indicating buyers and <br />sellers have been damaged by the Council's non-action on this issue. I-Ie indicated <br />that certain staff members have known all along what necded to bc done and <br />stressed the importance of giving first-time homebuyers an exemption to the <br />ordinancc. lIe concluded by stressing the City Council necds to act on this matter <br />and move forward. <br /> <br />Curtis Jenkins, Bay East Assoc. of Realtors, 7901 Stoneridge Dr., #150, <br />Pleasanton, addressed the City Council indicating that they bargained with the City <br />in good faith and the City should live up to their promises made prior to the <br />Measure "G" campaign. <br /> <br />.John Juarez, Bay East Assoc. of Realtors, 79(H Stoneridge Dr., #150, <br />Pleasanton, addressed the City Council urging them to look at oppol1unities to <br />benefit special cases, i.e. lirst-tirne homebuyers. He concluded by commenting that <br />the people who benefit from not paying the tax will most probably spend the <br />monies in San Leandro. <br /> <br />Lou Filipovich, 15376 Lavern Dr., addressed the City Council stressing that <br />Measure "G" was placed on the ballot so that the people of San Leandro could <br />decide whether or not they wanted to pay the tax. I Ie feels that if there arc <br />exemptions made to the tax the City would be subsidizing one group over another. <br />
