Thc <br />Mayor suggcsted the Council push the sunset clause to June 2005 and suggested <br />making the ordinance prospective rather than retroactive. <br /> <br />In response to a question from Vice Mayor Glaze, the City Manager indicated that <br />he had met with the Realtors and talkcd with them about possible exelnptions along <br />with what the City would be wi\1ing to look at. He stressed he did not commit the <br />City to any specific proposal. <br /> <br />City Council discussion ensued regarding a memorandum from the City Altomey's <br />Office dated July 7, 2000. Council Members discussed various options for <br />exemptions and a majority suppo11ed the following to be included in the ordinance: <br /> <br />. <br /> <br />that there be an exemption for first-time homebuyers who sign certi fication <br />and can show last three years of tax records without home ownership claim; <br /> <br />. <br /> <br />that there be an exemption for low income homebuyers, as defined by the <br />City's current program; <br /> <br />. <br /> <br />that there be an exemption for sellers of a single Ilunily residence in San <br />Leandro who purchase another single family residence in San Leandro <br />within 180 days (rebate applies to tax paid in the purchasing transaction); <br /> <br />. <br /> <br />that there be an exemption for owners of properties which are seismically <br />upgraded within one year of purchase (up to the amount of the tax); <br /> <br />. <br /> <br />that the tax rebate be established at 100% of the RPT tax; and that the <br />program be adopted with a sunset clause of no earlier than ./une 30, 2005; <br />and <br /> <br />. <br /> <br />that exemptions as proposed by staff regarding inheritances and charitable <br />contributions also be included. <br /> <br />The City Council, by consensus, directed staff to bring back an Urgency <br />Ordinance for consideration at the November 19, 2001 City Council Meeting <br />that would incorporate the modifications agreed upon during discussion. <br /> <br />No Vote. <br /> <br />H.
