<br />Minutes - San Leandro Redeveloprnent Agency <br />Special Meeting -- November 13,2001 <br /> <br />Page 3 <br /> <br />of San Leandro for the Disposition and Development of a P0I1ion of the <br />Property Located at 467 Marina Boulevard (APN #075-0087-003-02), 505 <br />Marina Boulevard (APN 11075-0087-004-04) and 517 Marina Boulevard (APN <br />#075-0087 -004-06). <br /> <br />The City Manager/Executive Director of the Agency gavc the staff report on the <br />modifications to the Disposition and Development Agreements with the Batarse <br />Family Trust and Lavery California Dealership Properties No. I, LLC. <br /> <br />Luke Sims, Ofliee of Business Development, went over details of the <br />modilications as follows: <br /> <br />· The purehase and resale of the Yokota Nursery property is intended to <br />extend auto sales on Marina Boulevard consistent with the <br />Redevelopment Plan. The Agency will close escrow on the prope/1y in <br />a voluntary transaction, process a lot I ine adjustment that turns the three <br />nursery parcels into two, and sell the new parcels to two auto dealership <br />developers. <br /> <br />· The development plan for the Yokota Nursery property has changed <br />slightly since development agreements were approved with the two <br />developers on October I. The Agency is being asked to authorize <br />amendments to the DDAs, retlecting these changes. <br /> <br />· The plan had included reserving land in the middle of the nursery <br />property to be developed as a new public road. IIowever, issues <br />including dealership site planning and traffic concerns make developing <br />a public road infeasible at the site. Instead, the two developers will <br />cooperatively maintain a reciprocal easelllent for a driveway in between <br />the two new dealerships. The amendments discuss the driveway <br />easement and elirninate the requirement for the Agency/City to hold <br />land for a public road. They also require the developers to use their best <br />eHorts to provide emergency access to the adjacent Hudson Lumber <br />property on one or both of the fomler nursery parcels. <br /> <br />· The parcels sold to the dealerships will be larger as a result. The new <br />lot line adjustrl1ent map will be recorded at escrow. However, since the <br />map was created there have been changes in site plans necessitating a <br />second lot line adjustment to be completed aller escrow. Tbis provision <br />is included in the amendments to the DDAs. The total land area for <br />each dealer will not change. <br /> <br />· The amendments also allow one dealer to leave the project if the City's <br />remediation plan is not approved by the Regional Water Quality Board <br />within a month. The closure on this issue is expected within two weeks. <br />
