IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO

RESOLUTION NO. 2007-

RESOLUTION ESTABLISHING A CITY OF SAN LEANDR.o GREENHOUSE GAS
EMISSIONS GOAL TO REDUCE EMISSIONS 25% BELOW 2005 LEVELS BY 2020

WHEREAS, studies suggest that a global greenhouse gas emissions reduction of anywhere
from 60-80% is needed to avert an ecological crisis.

WHEREAS, on Febmary 16, 2005, the Kyoto Protocol, an international agreement to
address climate disruption, came into force. As of December 2006, a total of 169 countries and
other governmental entities, representing over 61 % of emissions from developed countries, have
ratified the agreement. The Agreement requires the countries to reduce greenhoLlse gas emissions
5.2%, on average, below 1990 levels by 2012. The objective is the stabilization of greenhouse gas
concentrations in the atmosphere at a level that would prevent dangerous anthropogenic
interference with the climate system; and

WIIEREAS, the United States of America, with less than five percent of the world's
population, is responsible for producing approximately 25% of the world's global warming
pollutants, yet is not a party to the Kyoto Protocol; and

WIIEREAS, the Kyoto Protocol emission reduction target for the U.S., had it ratified the
treaty, would have been 7% below 1990 levels by 2012; and

WHEREAS, Mayors from around the nation, including the former Mayor of San Leandro,
have signed the U.S. Mayors Climate Protection Agreement which urges federal and state
governments to enact policies and programs to meet the Kyoto Protocol target of a 7% reduction in
emissions below 1990 levels and commits their local agencies to striving to take actions to meet
the Kyoto Protocol targets; and
