The project complements other proposed downtown improvements, such as the street and <br />pedestrian improvements along West Estudillo Avenue and the Washington Plaza Corridor <br />. Enhanced pedestrian and vehicular access to the downtown was identified as of major <br />importance in the 2004-2009 Implementation Plan for the Plaza Redevelopment Project Area <br /> <br />Previous City Council Action(s) <br /> <br />. On June 16,2003 by Resolution No. 2003-132, the City Council approved the subject project <br />as part of the CIP budget <br />. On November 3, 2003 by Resolution No. 2003-224, the City Council approved a contractual <br />services agreement with Winzler and Kelly Consulting Engineers for the preparation of <br />construction documents <br />. On July 18, 2005 by Resolution No. 2005-111, the City Council approved the plans and <br />specifications and the call for bids for the subject project <br />· On September 5, 2005 by Resolution No. 2005-132, the City Council awarded the <br />construction contract to St. Francis Electric <br /> <br />City Council Committee Review and Action <br /> <br />. Lighting fixtures were selected through a Facilities Committee review process <br />. The Facilities Committee received input on the selected design from former Councilmember <br />Nardine and former Councilmember Glaze based on site visits of historical districts in other <br />communities <br /> <br />Applicable General Plan Policy <br /> <br />· Complies with the General Plan Policy Focus for Urban Design Improvements <br /> <br />Permits and/or Variances Granted <br /> <br />.
