<br />DRAFT MINUTES <br />City of San Leandro City COWlcil Special Meeting-February 13, 2007 <br /> <br />Page 3 <br /> <br />Mayor Santos described the process that the Council would use for coming to a <br />decision. The City Clerk would pass out ballots to the Council and each <br />Councilmember would write on the ballot the name of the applicant he or she selects to <br />be the new District 6 Councilmember. The Clerk would collect the ballots and transfer <br />the votes to a spreadsheet which would be displayed on the screen. If no applicant <br />received four votes in the first round of ballots, any applicant not receiving a vote would <br />be removed from consideration and another round of ballots would be distributed. After <br />the second round of ballots, if an applicant still did not have four votes, then any <br />applicant receiving no votes would be removed from consideration. After a third round <br />of balloting ifno applicant has received four votes or if the Council is unable to come to <br />agreement, the decision would be deferred to the meeting of February 20,2007. <br /> <br />The results of the first ballot were: <br /> <br />Councilmember Gregory for Carmen Fewless. <br />Vice Mayor Grant for Estelle Clemons. <br />Councilmember Souza for Ray Davis. <br />Councilmember Starosciak for Jim ProIa. <br />Mayor Santos for Adan Alonzo. <br /> <br />A Council discussion ensued. Applicant Esther Collier was removed from <br />consideration, and a second round of ballots was distributed. <br /> <br />The results of the second ballot were: <br /> <br />Councilmember Gregory for Jim ProIa. <br />Vice Mayor Grant for Estelle Clemons. <br />Councilmember Souza for Ray Davis. <br />Councilmember Starosciak for Jim ProIa. <br />Mayor Santos for Carmen Fewless. <br /> <br />The Council engaged in additional discussion, articulating which applicant might be <br />their second choice. Applicant Adan Alonzo was removed from consideration, and a <br />third round of ballots was distributed. <br /> <br />The results of the third ballot were: <br /> <br />Councilmember Gregory for Jim ProIa. <br />Vice Mayor Grant for Estelle Clemons. <br />Councilmember Souza for Carmen Fewless. <br />Councilmember Starosciak for Jim ProIa. <br />Mayor Santos for Carmen Fewless. <br /> <br />The City Council recessed from 9:35 to 9:45 p.m. <br />
