<br />1 <br /> <br />(i) <br /> <br />Controller <br />2 The Commission shall designate a Controller, which person shall be of the <br />3 same public agency as the Treasure. The Controller shall draw warrants to pay <br />4 demands against the Authority when the demands have been duly authorized by the <br />5 Commission and approved by the Manager. The Commission may designate the same <br />6 person to serve as Treasurer and Controller. There shall be strict accountability of all <br />7 Authority funds and report of all receipts and disbursements and compliance with Article <br />8 1, Chapter 5, Division 7, Title 1 of the California Government Code (Sections 6500 et <br />9 seq). The Controller shall either make or arrange for a contract with a certified public <br />10 accountant or public accountant to make an annual audit of the accounts and records of <br />11 the Authority. In each case the minimum requirements of the audit shall be those <br />12 prescribed by the State Controller for special districts under Section 26909 of the <br />13 California Government Code and shall conform to generally accepted auditing <br />14 standards. The records and accounts of the Authority shall be audited annually, and a <br />15 <br />report thereof shall be filed as a public record with the Commission, each Agency, and <br />16 <br />the Alameda County Auditor not later than six months following the end of the Fiscal <br />17 <br />Year under examination unless said filing date is extended by the Commission. Any <br />18 <br />costs of the audit, including contracts with or employment of a certified public <br />19 <br />accountant, shall be borne by the Authority. <br />20 <br />21 U) Access to Property <br />The Treasurer and Manager are hereby designated as the persons who have <br />22 <br />23 charge of, handle, and have access to the property of the Authority. Each such person <br />24 shall file with the Authority an official bond in an amount to be fixed by the Commission. <br />25 Cost of said bond shall be paid by the Authority. <br />26 (k) Officers, Emplovees and AQents <br />27 Any officer, employee, or agent of the Authority may also be an officer, <br />28 employee, or agent of any Agency. The appointment or employment by the Commission <br />29 of such a person shall constitute a determination that the two positions are compatible. <br />30 All privileges and immunities from liability, all exemptions from laws, ordinances <br />31 and rules, and all pension, relief, disability, worker's compensation, and other benefits <br />32 which apply to the activities of officers, agents, or employees of an Agency when <br /> <br />-12- <br />
