<br />Airport staff will contact the FAA Tower to ensure that this noise <br />abatement procedure is the standard instruction given to pilots <br />whenever feasible. <br /> <br />Staff Responsibilities <br /> <br />The Aviation Planning and Development Department will provide project <br />oversight and guidance and funding for consultant work. The <br />Noise/Environmental Compliance Office will provide project management <br />duties, provide all available data, support analysis of the data, and assist the <br />consultant with 'report production. The acoustical consultant, Mestre Greve <br />Associates, will perform the data analysis and produce the study report. <br /> <br />Work Plan and Objectives <br />Task 1 :Voluntary Noise Abatement Procedures <br /> <br />Corporatejet aircraft operations database will be reviewed from January 1. <br />2004, to January 1, 2007 if possible. Use of procedures will be reviewed for <br />Runway 27R/L departures and Runway 09R/L arrivals. Non-compliant <br />activity will be evaluated by month for a review of any potential seasonal <br />trends. If possible flights will be evaluated to determine if they were dictated <br />by wind. The database review will include: <br /> <br />1. Non-compliance (NC) versus month or season <br />2. NC versus based and itinerant aircraft <br />3. NC versus scheduled and non scheduled operations <br />4. List of repeat NC by flight number and by registration number (showing <br />most frequent users in each category) <br />5. NC by time of day <br />6. NC by aircraft type <br />7. NC by noise level <br /> <br />Noncompliance will also be evaluated by hour of the day and compared with <br />operations per hour on Runway 11/29 as a function of hour of the day. <br />Comparing these should tell us if corporatejet pilots are avoiding Runway <br />11/29 during busy hours on that runway. Possibly. on a short flight. a great <br />portion of total fuel and time would be used to taxi to South Field. On a long <br />flight, the taxi time and fuel is proportionally less than total time and fuel. <br /> <br />Air traffic "flow time" will be reviewed as some of the non-compliant flights <br />listed as "ATC" mean that ATCsuggested Runway 27R/L to meet flow time or <br />else the flight might have missed the slot. Aircraft destination is also a <br />variable to noncompliance and will be reviewed if possible. If corporatejets <br /> <br />FINAL (12/08/06) <br /> <br />Page 3 of4 <br />
