Violate any air quality standard or contribute X 2
substantially to an existing or projected air
quality violation?
c. Result in a cumulatively considerable net X 2
increase of any criteria pollutant for which the
project region is non-attaimnent under an
applicable federal or state ambient air quality
standard (including releasing emissions which
exceed quantitative thresholds for ozone
precursors )?
d. Expose sensitive receptors to substantial X 2
pollutant concentrations?
e. Create objectionable odors affecting a X 2
substantial number of people?
EXPLANATION: The project is to rezone the properties from residential and industrial designations to a commercial designation.
No development is proposed as part this entitlement, and any future development of the sites would undergo separate environmental
review. The traffic volumes associated with development allowed under the new zoning designation is consistent with its General
Plan designation and the associated adopted Environmental Impact Report. Therefore, a significant increase in air emission or
deterioration of ambient air quality attributed to the projeCt 13 not anticipated. It should be noted that the latest information provided
by the Bay Area Air Quality Management District (BAAQMD) indicates that the Bay Area is a designated non-attainment area for
ozone and particulate matter (PMIO). Typically, the BAAQMD does not require site-specific air quality analyses for projects that do
not meet a minimum size threshold (typically, in excess 0000 dwelling units). Best Management Practices (BMPs) would be
required as standard conditions of approval for any future development proposals.
1ecause this entitlement is for rezoning of property only, no impacts associated with odors are anticipated.
6. Have a substantial adverse effect, either
directly or through habitat modifications, on
any species identified as a candidate, sensitive, X 2
or special status species in local or regional
plans, policies, or regulations, or by the
California Department of Fish and Game or
U.S. Fish and Wildlife Service?
b. Have a substantial adverse effect on any
riparian habitat or other sensitive natural
community identified in local or regional X 2
plans, policies, regulations or by the California
Department ofFish and Game or US Fish and
Wildlife Service?
c. Have a substantial adverse effect on federally
protected wetlands as defmed by Section 404
of the Clean Water Act (including, but not X 2,6
limited to, marsh, vernal pool, coastal, etc.)
through direct removal, filling, hydrological
interruption, or other means?
d. Interfere substantially with the movement of an'
resident or migratory fish or wildlife species or
with established native resident or migratory X 2,6
wildlife corridors, or impede tlle use of native
wildlife nursery sites?

Cherry Street Rezone - Initial Study Checklist
PLN2006-00075

6

February 2, 2007
