NOISE. Wouldtheproiect result in: ..... <br /> a. Exposure of persons to or generation of noise <br /> levels in excess of standards established in the X 2 <br /> local general plan or noise ordinances, or <br /> applicable standards of other agencies? <br /> b. Exposure of persons to or generation of <br /> excessive groundborne vibration of X 2 <br /> groundborne noise levels? <br /> c. A substantial permanent increase in <br /> ambient noise levels in the project vicinity X 2 <br /> above levels existing without the proiect? <br /> d. A substantial temporary or periodic increase in <br /> ambient noise levels in the project vicinity X 2 <br /> above levels existing without the proiect? <br /> e. For a project within the vicinity of a private <br /> airstrip, would the project expose people X 2,6 <br /> residing or working in the project area to <br /> excessive noise levels? <br /> EXPLANATION: The project is to rezone the properties from residential and industrial designations to a commercial designation. <br /> ~o development is proposed as part this entitlement, and any future development of the sites would undergo separate environmental <br /> review. The project site is located within an urban context, and is adjacent to an arterial roadway. The closest significant noise <br /> sources, such as railroad tracks, BART tracks, freeways, are located at less than one-quarter mile from the project site. Given the <br /> context of the site and the surrounding land uses (residential and small-scale industrial and commercial), impacts on future uses of <br /> the site are not anticipated. The project is not located within an area governed by an airport land use plan (either commercial or <br /> private.) The project is not located near any public or private airport, airfield or airstrip. <br /> 10. TRANSPORTA nON/CIRCULATION. Would the proiect: <br /> a. Cause an increase in traffic which is substantial <br /> in relation to the existing traffic load and X 2 <br /> capacity of the street system (i.e., result in a <br /> substantial increase in either the number of <br /> vehicle trips, the volume to capacity ratio on <br /> roads, or conlZestion at intersections)? <br /> b. Exceed, either individually or cumulatively, a <br /> level of service standard established by the X 2 <br /> county congestion management agency for <br /> desil!:Dated roads or highways? <br /> c. Result in a change in air traffic patterns, <br /> Including either an increase in traffic levels or X 2,6 <br /> a change in location that results in substantial <br /> safety risks? <br /> d. Substantially increase hazards due to a design <br /> feature (e.g., sharp curves or dangerous X 2 <br /> intersections) or incompatible uses (e.g., farm <br /> equipment)? <br /> e.
