(GPA involving more <br /> than 100 p.m. peak hour trips generated over X 2 <br /> existing general plan land use) <br />EXPLANA nON: This project is a request for a rezoning of five sites within the community for the purpose of bringing the <br />underlying zoning into conformance with the General Plan designation. Any future development proposals for the site would <br />undergo their own envirorunental analysis, and are anticipated to have traffic generation rates similar to those assumed for the <br />existing General Plan. The number of net new trips would be the same or less than are presently allowed under existing General Plan <br />land use designations so that the Alameda County Congestion Management Agency (CMA) threshold would not be exceeded. <br />The proposed project would have no impact on local air traffic patterns, as it involves rezoning of properties. Future specific <br />development projects will also be required to provide adequate on-site parking and bicycle facilities. Emergency access provisions <br />and design safety considerations will be reviewed by the City of San Leandro at such time as individual development projects are <br />propose to ensure consistency with appropriate City design standards. <br />n. PUBLIC SERVICES. Would the project result in substantial adverse physical impacts associated with the provision of <br />new or physically altered governrnentalfacilities, needfoJ' new or physically altered governmental facilities, the construction <br />of which could cause siglIificant environmental impacts, in order to maintain acceptable service ratios, response times 01' <br />otherperformanceobiectives for any of the public services: . .. <br />a. X 2 <br />EXPLANATION: The City of San Leandro administrative code provides for the collection of impact fees at the time of new <br />development. The concept of the impact fee program is to fund and sustain improvements that are needed as a result of new <br />development as stated in the General Plan and other policy documents within the fee program. Development Impact Fees fall into <br />the following categories, among others: Park Development Impact Fees, Development Fees for Street Improvements, Utility <br />Undergrounding fees, etc. These fees, and the associated funded improvements, would mitigate any impacts of subsequent <br />developments that could be facilitated as a result of project approval. Individual developments proposed as a result of the proposed <br />project will be subject to several of the above-referenced fees. Similarly, any new development will be required to pay school district <br />impact fees to off-set any impacts to educational facilities. No impacts would therefore result to public service providers. <br />12.UTIUTIES AND SERVICE SYSTEMS. Would the project: . <br />a.
