Comply with federal, state, and local statutes <br /> and regulations related to discharge of storm X 2,4 <br /> waters? <br />EXPLANATION: The proposed project involves a rezoning within infill sites to be consistent with the existing General Plan <br />designation for the sites. A majority of the sites are presently developed and are receiving a full array of public utilities, including <br />but not limited to sewer, water, drainage facilities, solid waste pickup and recycling, natural gas, electrical service and similar <br />services. If required, based on any new development, minor upgrades to existing services could be required, but such upgrades are <br />anticipated to be less-than-significant. Future development proposals will undergo separate environmental analysis. <br />13. RECREATION. - <br />a. Would the project increase the use of existing <br /> neighborhood and regional parks or other X 2 <br /> recreational facilities such that substantial <br /> physical deterioration of the facility would <br /> occur or be accelerated? <br />b. Does the project include recreational facilities <br /> or require the construction or expansion of X 2,4 <br /> recreational facilities which might have an <br /> adverse physical effect on the environment? <br />EXPLANATION: The project is to rezone the properties from residential and industrial designations to a conunercial designation. <br />No development is proposed as part this entitlement, and any future development of the sites would undergo separate environmental <br />review. For any future residential proposals, the City's park in-lieu fee would be applicable to offset potential impacts. <br />14. AESTHETICS. Would the proiect: ... <br />a. Have a substantial adverse effect on a scenic X 2 <br /> vista ? <br />b. Substantially damage scenic resources, <br /> including, but not limited to, trees, rock X 2 <br /> outcroppings, and historic buildings within a <br /> state scenic highway? <br />c. Substantially degrade the existing visual <br /> character or quality of the site and its X 2 <br /> surroundin2s? <br />d. Create a new source of substantial light or <br /> glare which would adversely affect day or X 2 <br /> nighttime views in the area? <br />e.
