<br /> POTENTlALL Y <br />ISSUES POTENTIALLY SIGNIFICANT LESS THAN NO <br /> SIGNIFICANT UNLESS SIGNIFICANT IMPACT SOURCES <br /> ISSUES MITIGATION IMPACT <br /> INCORPORATED <br /> <br />EXPLANATION: Previous uses on-site have included small-scale agriculture. However, this use has not existed for several years, <br />and the project site has been used for residential and small commercial or industrial uses. Underlying soils are not considered prime <br />farmland and the project site it not zoned for agricultural uses, nor has it ever been under a Williamson Act contract. There are no <br />agricultural uses in the vicinity which might be affected by the change in use from this site to residential uses. Therefore, no <br />agricultural resources impacts are anticipated. <br />17. MANDATORY FINJ>INGSOFSIGNIFICANCE. .. .. <br />a. Does the project have the potential to degrade <br /> the quality of the environment, substantially <br /> reduce the habitat of a fish or wildlife species, X 2 <br /> cause a fish or wildlife population to drop <br /> below self-sustaining levels, threaten to <br /> eliminate a plant or animal community, reduce <br /> the number or restrict the range of a rare or <br /> endangered plant or animal or eliminate <br /> important examples of the major periods of <br /> California history or prehistory? <br />b. Does the project have impacts that are <br /> individually limited, but cumulatively <br /> considerable? ("Cumulatively considerable" X 2 <br /> means the incremental effects of a project that <br /> are considerable when viewed in connection <br /> with the effects of the past projects, the effects <br /> of other current projects, and the effects of <br /> probable future projects.) <br />c. Does the project have environmental effects <br /> which will cause substantial adverse effects on X 2 <br /> human beings, either directlv or indirectly? <br />EXPLANATION: The project consists of a rezoning on five site to bring the zoning into conformance with the General Plan <br />designation. This environmental document covers the impacts of the proposed rezoning.
