<br />/ <br /> <br />A TT ACHMENT 0 <br /> <br />City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br /> <br />DATE: February 22,2007 <br /> <br />TO: Planning Commission <br /> <br />FROM: Sally Barros, Planner IT <br /> <br />SUBJECT: PLN2006-00075; Rezone and Zoning Map Amendment to rezone one property <br />that is zoned RD and four properties that are zoned IL to a commercial zoning <br />district, CC Commercial Community, to be consistent with the properties' <br />General Plan designation in the Land Use Element of Corridor Mixed Use. No <br />physical changes to the properties are proposed as part of this entitlement. The <br />properties are located between the west side of Washington Avenue and the east <br />side of San Leandro Boulevard and are comprised of five separate parcels: 2385, <br />2395 and 2411 Washingtl)l1 Avenue; 2392 and "no address" Cherry Street; <br />Assessor's Parcel Number8 75-84-5, -6, -7, -8; and 75-84-19-04; W. and K. <br />Boswell (Applicant) and J. Montero, 1. Silva and I. Heffernan; M. and H. Senna <br />(Property Owners). <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />The applicant and the property owners of the properties at the comer of Cherry Street and <br />Hudson Lane approached the City to process a rezone to a commercial zoning that would be <br />consistent with the General Plan designation, Corridor Mixed Use. Their ultimate goal is to <br />propose an auto repair use on the two Cherry Street parcels, moving their operations from the <br />current location at 2411 Washington Avenue. After analyzing this proposal, staff proceeded to <br />enlarge the scope of the proposed rezone to CC Commercial Community, to include three other <br />properties that are located in the vicinity that are also designated Corridor Mixed Use, to provide <br />greater consistency for all five properties. The auto repair use is not under consideration with this <br />proposed Rezone. If the rezone to CC is approved, any future auto repair use proposal would be <br />conditionally permitted and would undergo a Conditional Use Permit review by the Board of <br />Zoning Adjustments. <br /> <br />Staff recommends that the Planning Commission review the proposed Rezone and Zoning Code <br />map amendment of the subject properties to CC Commercial Community and the associated <br />environmental documentation, and forward a recommendation of approval for the amendments <br />and adoption ofthe Negative Declaration, to the City Council. <br />
