1. Construction of the project, including the location of outdoor storage and types of materials stored shall remain in substantial compliance with the approved exhibits and plans. Any change to the project design, materials or colors shall be subject to the review and approval of the Community Development Director who may administratively approve minor changes, or for more substantial changes, require review by the Planning Commission and City Council as a modification to the Planned Development. III. ADDITIONAL PLAN SUBMITTALS A. Prior to issuance of building permits, the applicant shall submit final landscape and irrigation plans for the review and approval of the Community Development Director. The plans shall include such details as, 1) tree size, species and location; 2) shrubs and ground covers/turf; 3) installation specifications; 4) irrigation details; 5) water conservation techniques; and 6) maintenance programs. To reduce on-site water consumption and reduce the energy required for the pumping and distribution of water, drought-resistant native species shall be used for site landscaping where possible. In addition, the landscape plan shall include plantings along the full half of the cul-de-sac bulb. B. Prior to issuance of building permits, the applicant shall submit final plans and details for all the perimeter soundwalls and all fencing for the review and approval of the Community Development Director. The plans and details shall show location, height, decorative features, and construction details showing materials and finishes to be used for construction. All necessary permits or approvals shall be obtained to construct said walls. C. Prior to issuance of building permits, design details for the two onsite buil~ings shall be submitted for review and approval of Community Development Director to ensure the quality of the exterior design and compatibility in color, finishes and materials with the existing buildings in the industrial park. In addition, an onsite bike rack that is easily accessible shall be indicated on the plans and shall be installed prior to final occupancy. IV. FIRE DEPARTMENT REQUIREMENTS A. Prior to issuance of Certificate of Occupancy, the project shall comply with all the applicable Building and Fire Codes. Prior to issuance of building pennits, final site plans and building plans shall be submitted to the City Building Services Division and Fire Department for review and approval by the fire department. B. Decorative iron gates at front of the project must open to 20 foot wide and will need to comply with the Alameda County Fire Access Standards.
