<br />As a construction rental business, the applicant proposes extensive outdoor storage to include: <br />7,569 square feet each for storage of temporary power poles, portable fencing, and portable <br />restrooms (all to be stored along the northern property line), and an area approximately 27 feet by <br />155 feet (4,185 square feet) for storage of up to 60 stacked containers (maximum stacking of two <br />containers - 16 feet high maximum). <br /> <br />Hours of operation for the business are weekdays, 6:00 AM to 6:00 PM, with a swing shift <br />loading/unloading vehicles for the next day's work from 2:00 PM to 10:30 PM. Occasional work <br />would occur on the weekends in order to meet special needs of clients. <br /> <br />ST AFF ANALYSIS <br /> <br />Land Use - Planned Development <br /> <br />Under the Planned Development (PD) approved as part of Bayside Business Park, the proposed <br />use requires a modification to the PD to include outdoor storage as a conditionally permitted use. <br />When originally approved, the Bayside Business Park was envisioned to be an 'eco-industrial <br />park', whereby some or all future tenants (with the exception of FedEx Ground) could be <br />involved in 'value-added' manufacturing (use of recycled materials/resources, ideally from the <br />adjacent Davis Street Transfer Station andlor the City's Water Pollution Control Plant). Although <br />the underlying Industrial General (IG) zoning remained with approval of the PD, the permitted <br />and conditionally permitted uses normally found for this zoning district were modified with the <br />intent that the subdivision would operate more with Industrial Park (IP)-like uses. In addition, <br />due to the existing issues related to traffic and circulation in the area west of 1-880, the PD was <br />further restricted with regard to 'Office' uses, which are higher trip generators than most <br />industriaVprocessing uses. "Building Materials and Services' uses, which this business would be <br />classified as, are outright permitted uses under the PD, with the stipulation that the proposed use <br />is primarily a wholesaling operation and is located within an enclosed structure. The extensive <br />outdoor storage is what triggers the application for modification to the PD, and for approval of <br />this particular application. <br /> <br />Although the FedEx Ground building was constructed and occupied immediately upon approval <br />of the project, the subdivision's developer had a hard time in leasing or selling the three <br />speculative buildings that were subsequently built. With the last of those buildings sold in 2006, <br />the remaining four interior lots have only garnered intermittent interest and from uses that are not <br />permitted under the PD (such as a trucking terminal and a wrecking yard). <br /> <br />Staff notes that the property developer has made an effort over the past 4+ years to attract <br />businesses that were in keeping with the original vision for the industrial park. Staff believes that <br />with inclusion of 'outdoor storage' (associated with a permitted or conditionally permitted use) <br />as a conditionally permitted use in this PD, adequate discretionary control and review will remain <br />such that the overall aesthetics and compatibility of the industrial park will not be adversely <br />affected. <br /> <br />Planning Connnission StafTReport <br />PLN2006-00101 <br /> <br />Page 3 of7 <br />February 22, 2007 <br />
