<br />Outdoor Storage <br /> <br />Assuming that the proposal to modify the PD to include outdoor storage as a conditionally <br />permitted use is approved, the applicant is also seeking approval for the outdoor use associated <br />with their business. As proposed, outdoor storage of the various construction rental equipment <br />would be located along the northern boundary, at a height not to exceed the height of the <br />proposed 8-foot tall wall; and along the eastern boundary, with up to 60 containers stacked 2- <br />high at a height not to exceed 16 feet. The proposed Site Plan shows overnight parking for 17 <br />trucks along the eastern boundary, and for 18 additional trucks along the southern boundary. <br />There are currently 33 trucks (30 are 3-axel stake bed trucks, with the other three larger trucks <br />similar to semis) proposed for use on-site. All of the truck parking and outdoor storage would be <br />located behind a proposed 8-foot tall solid wall running the northern, eastern, and southern <br />perimeters, and located behind decorative iron gates on either side of the office building. <br /> <br />The applicant indicates that a total of 90 employees would be on-site. Typically, the trucks leave <br />at 6:00 AM and return between 2:00 and 4:00 PM, and do not make multiple trips in/out of the <br />yard during the day. The yard would have multiple forklifts working the course of the day. A <br />swing shift that loads/unloads vehicles for the next day's work operates from 2:00 PM to 10:30 <br />PM. <br /> <br />A pumper truck services the rented portable toilets at the construction site, so rented toilets are <br />returned empty, where they are disinfected and readied for use again. The pumper trucks unload <br />within the mechanic building, in the area indicated as the sanitary dump station and there is never <br />any exposed sewage. The discharge process is via a 4-inch discharge line with a cam lock <br />attached to the truck and the contents are discharged to the city sewer line. The applicant <br />indicates that this is the same process that recreational vehicles and tour buses use to empty their <br />restrooms. The applicant states that the pumper trucks would empty in the evening. Once the <br />empty restroom returns to the facility, it is steam-cleaned with hot water and anti-bacterial soap <br />(again, inside of the mechanics building). The restrooms are constructed of double-walled plastic <br />and no odors can be absorbed through the plastic. They are recharged with deodorant while <br />stored on-site to keep them odor-free. Environmental Services staff has reviewed the operation <br />and indicates that county and state regulations are in place to govern the discharge of waste <br />(regulated via permits), and that the use should not adversely impact the City's Water Pollution <br />Control Plant (in terms of loading in proximity to the Plant). <br /> <br />Up to 60 containers (stacked 2-high) would be located along the eastern boundary. The <br />containers are cleaned during their removal at the job site and are returned empty. Nothing is <br />stored in the containers while onsite. If repairs are needed to the containers, they are done in the <br />mechanic's building. <br /> <br />Preliminary plans submitted do not include details on the proposed 8-foot tall wall and decorative <br />iron gates.
