<br />PROPOSAL <br /> <br />The revised proposal includes a row of 16 attached townhomes on the MacArthur frontage, a row <br />of five townhomes on the interior rear comer of the site and two attached townhomes on the <br />section of the lot that fronts Henna Court. Two site plan options have been included for the <br />Planning Commission to review: a "proposed" and an "alternate". The "proposed" site plan <br />shows a land swap with the Henna Court neighbor, where the narrow lot on Henna Court is <br />deeded to the neighbor in exchange for land immediately behind the existing Henna Court house, <br />in order to create an interior open space area. The "alternative" site plan shows the existing lot <br />lines to remain, with the open space allocated to the narrow Henna Court lot. (A more detailed <br />description of the two options is included below). <br /> <br />The property owner, at the time of writing this report, has not finalized negotiations with the <br />Henna Court neighbor for the land swap. As such, the Planning Commission is being asked to <br />consider both options, with the intent that if the negotiations are finalized, the "proposed" plan <br />will be carried forward, subject to the recommended conditions of approval. Should the <br />negotiations fail for the land swap, the "alternate" plan would then be carried forward, also <br />subject to the recommended conditions of approval. Either the "proposed" or the "alternate" plan <br />with its respective tentative map would ultimately be forwarded to City Council for a Final Map <br />approval, not both. <br /> <br />Rezoning <br /> <br />The development proposal includes a reqllest to rezone portions of the project site from CC- <br />Commercial Community to CC(PD) Commercial Community, Planned Development Overlay <br />District and RS Residential Single-Family to RS (PD) Residential Single-Family, Planned <br />Development Overlay. The planned development overlay designation would subject any proposal <br />on the property to the City's discretionary review process, and to consider new development that <br />would be compatible with the existing area. <br /> <br />Site Plan and Tentative Map <br /> <br />The subject properties would be merged into one large 43,525 square-foot site for the <br />development and a condominium map created for the 23 living units with all other areas <br />designated as common space under the jurisdiction of the future homeowners association. The <br />proposed tentative map includes a lot line adjustment to include the acquisition of approximately <br />1,088 square feet of City right-of-way at the northernmost point of the block. <br /> <br />A two-way, 24-foot wide driveway, via Henna Court and MacArthur Boulevard, serves as access <br />to the garages for all of the units. Sixteen of the townhouse units will be attached in a row, with <br />entry porches facing MacArthur Boulevard. Five townhouse units would be located to the rear of <br />the project, along the westerly property line (see attached Site Plan), with entries oriented to the <br />rear. Two attached townhomes will front on Henna Court, but their garages will be accessed <br />from the internal driveway.
