Staff believes that the "proposed" plan is superior to the "alternate" plan and that the recommendation should direct the applicant to pursue the land swap negotiations in order to accomplish that. However, should the "alternate" plan be the only course available if the land swap does not occur, the attached recommended conditions of approval address the concerns regarding the narrow open space configuration as proposed in the "alternate" plans.
