<br />City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Memorandum <br /> <br />DATE: April 12, 2007 <br /> <br />TO: Planning Commission <br /> <br />FROM: Sally Barros, Planner II <br /> <br />SUBJECT: PLN2006-00104; Planned Development and Tentative Map for a proposed <br />residential townhouse project with 23 units at 311 MacArthur BoulevardlHerma <br />Court. Proposed amenities include a private driveway, an internal park area, one- <br />and two-car garages for each residential unit, and six guest parking spaces on the <br />site. The site is zoned CC Commercial Community District and RS Residential <br />Single-Family. The applicant would be seeking a Planned Development to rezone <br />the properties with a Planned Development overlay district and a Tentative Map. <br />Assessor's Parcel Numbers 76-311-1-1, 76-311-1-3, 76-311-3, 76-311-4, and 76- <br />311-5; 311 MacArthur BoulevardlHerma Court; D. Ruffin Architecture <br />(applicant); Settlemier Properties (property owner). <br /> <br />The City Attorney's Office has advised Planning Staff that the Planning Commission must <br />consider and recommend approval of only one of the two proposed site plan layouts and its <br />accompanying Tentative Map at this evening's hearing. According to the Subdivision Map Act, <br />the City Council cannot accept a recommendation of multiple maps. <br /> <br />As such, this evening the Planning Commission will be considering only the "alternative" site <br />plan and Tentative Map, which shows the open space enclosed in the narrow lot on Herma Court. <br />Should the "proposed" site plan become feasible through a lot swap, then the Planning <br />Commission may be asked to consider the "proposed" Tentative Map at a future public hearing. <br />
