<br />Airport Noise Insulation Approve Amendment <br />of Contract and Change Order <br /> <br />2 <br /> <br />April 11, 2007 <br /> <br />Phase 1 will provide general soundproofing of seventy-seven (77) homes, to reduce the impact of <br />aircraft generated noise on the occupants. Phase 1 is a 180 calendar day project. Should Council <br />approve staff recommendation to amendment to contract, we expect completion of Phase I to be <br />mid-November. Phase 2 is not in this scope of work. Construction for Phase 2 is projected to <br />begin Spring 2008. Phase 2 will include 113 homes and will also be a 180 calendar day proj ect. <br />The contractor works directly for the City and is under the direct supervision of the City' project <br />manager, the Chief Building Official. Funding for Phase 1 work specified under bid 05-06.023 <br />(estimated total cost of Phase 1 of this project, including contingency and permit fees, to be <br />valued at approximately $2,224,312.29) will come from the Port of Oakland in accordance with <br />the settlement agreement. <br /> <br />DISCUSSION <br /> <br />The City advertised the Bid Package for services related to the contract work of the Introductory <br />Phase of the Residential Airport Noise Insulation Program on November 14 and November 21, <br />2005, with a deadline to submit bids by December 21, 2005. G.E. Chen Construction, Inc. was <br />awarded the Introductory Phase contract, by City Council, on January 17, 2006. The following <br />summarizes the scope of services and the process for selection of the contractor: <br /> <br />General Scope of Work <br />The Residential Noise Insulation Program consists of soundproofing, in phases, approximately <br />200 single-family houses in the City of San Leandro subject to airport noise intrusion. The work <br />to be done under this contract is Phase 1 for seventy-seven (77) single family homes. The <br />soundproofing involves replacing windows and sliding glass doors with acoustical units; sealing <br />exterior doors and replacing exterior hollow core doors; modifying fireplace openings, dampers <br />and skylights; providing fresh air makeup to the existing heating systems; and insulating attic <br />spaces, where required. <br /> <br />Selection Criteria for the initial award of contract for the Introductory Phase <br />Each bid was required to include the following information: <br />. References <br /> <br />. <br />Selection Process for the initial award of contract for the Introductory Phase <br />During the review of submitted materials and interview, the committee paid particular attention <br />to the qualifications and pertinent experience of the contractor. <br /> <br />On December 21,2005, the selection committee consisting of representatives of the City, and the <br />consultant, C.Kell-Smith & Associates, determined that G.E. Chen Construction, Inc. was the <br />lowest responsible and qualified bidder. The committee recommended that the City enter into a <br />contract with G.E.
